Summary

This is a detail opportunity open to Department of Navy permanent civilian employees in the competitive service currently at the GS-09 grade level (or higher). The selectee will be placed on a temporary detail not to exceed 1 year.

Duties

  • You will assist MCSFBN and SWFPAC Commanding Officers, via the Department Head and Division Head, in planning, directing, coordinating, evaluating, researching, and overseeing the battalion’s facilities management requirements.
  • You will coordinate with SWFPAC and NAVFAC personnel to gather and relay battalion operational requirements, records decisions and action items, tracks milestones, and prepares status updates and briefing materials for senior review.
  • You will elevate complex design, security, and operational conflicts to higher-graded staff for resolution.
  • You will support sustainment, refresh, and refurbishment planning by compiling facility condition inputs and drafting minor upgrade scopes.
  • You will conduct scheduled building inspections; documents safety discrepancies and coordinates corrective actions under supervisor direction.
  • You will compile and reviews contractor administrative outputs; identifies basic trends, and drafts recommended actions for leadership concurrence.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing facility management functions such as coordinating construction and maintenance activities, supporting facility sustainment and safety programs, or serving as a liaison with contractors to ensure completion of facility projects and services.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR

Combination of education and experience.

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

This is a competitive detail not to exceed one year and is intended to provide an opportunity to gain the competencies necessary to perform the duties of a Facilities Mangement Specialist. If selected there will be no change in your salary. Upon successful completion of one year, you may be eligible to compete for GS-1601-09, Facilities Management Specialist positions.

Detail cannot result in a promotion or permanent position without further competition.

Detailee will continue to be paid by the home command, and salary will be reimbursed.

This position may be subject to the priority Placement Program.

This position is covered by the Department of Defense Priority Placement Program.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
