Summary

The primary function of this position is to serve as the guardian of the property, ensuring all systems are operating to standard, the physical plant is sound, all property assets are constantly maintained to the highest level in accordance with Department of Defense (DoD) and Industry requirements, and keeping the guest and staff, well-kept and safe.

Duties

  • Oversees and manages all aspects of Facilities Management to ensure the safety and comfort of guests and associates while protecting the assets of the US Government.
  • Ensures operations are smooth and facilities fully functioning for optimal guest experiences.
  • Supervises a skilled team of maintenance and facility representatives. The New Sanno Maintenance staff consists of over 20 employees, augmented as needed by the addition of contractors and sub-contractors for various types of specialized maintenance work and or services.
  • Ensures all Standard Operating Procedures (SOPs) are current and well followed.
  • Ensures inventories, logs on all stock items and tools are maintained.
  • Ensures all areas of the hotel are patrolled and inspected on a regular basis.
  • Develops and maintains sound organizational plan, staffing guides and job descriptions, for the Engineering Department personnel.
  • Monitors additions, eliminations and alterations of positions.
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities set forth by General Manager, difficulty and requirements of assignments, and staff capabilities.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

  • Analyzes Engineering Department organization and operational methods and procedures using such tools as flow process charting, statistical analysis, interview methods and direct observation.
  • Institutes work-simplification methods and use of labor saving equipment in pursuit of optimum productivity.
  • Monitors fuel and power usage to determine energy conservation measures.
  • Identifies areas where improved management practices may increase efficiency or decrease cost.
  • Prepares final studies, alternate approaches and most desirable action courses.
  • Serves as Hotel Fire Warden and as such closely collaborates with New CNRJ Fire Department and Azabu Fire Station to develop a comprehensive Fire Safety Plan and execution.
  • Serves as Hotel Safety Representative and as such closely collaborates with CNRJ Safety to develop a comprehensive Safety Plan and execution.
  • Uses Key performance indicators, through effective measures (work order systems) to make effective business decisions.
  • Prepares and follows through on all projects through monthly Director Meetings and quarterly team management briefings.
  • Sets up fire line safety system, valve locations and other emergency procedures that involve the hotel.
  • Manages a comprehensive Sight (lighting, visual), Sound (music/noises), and Smell (signature scents/controlling odors) sensory management program.
  • Compiles a monthly consumption report to include all utilities.
  • Seeks ways to improve productivity and conserve resources.
  • Develops and executes operating budgets.
  • Serves as a member of the Executive Committee, attends staff meetings, and participates actively in meeting discussions and interchanges of ideas.
  • Conducts regular meetings of Engineering Department members.
  • Maintains close coordination and regular communication with all New Sanno Operational and Supply Divisions.
  • Maintains regular communication and planning aligned with CNIC/CNRJ Facilities and Naval Facilities Engineering Command (NA VF AC) representatives.
  • Uses CNRJ Navy Hotel communication mechanisms as required.

Requirements

Conditions of Employment

  • Incumbent will be required to obtain and maintain all DoD/Navy Fire, Safety, Facility trainings and requirements.
  • Must be able to work varied work schedules to include holidays, weekends and evenings.
  • This position is designated as Mission Essential and a part of the Emergency Operating Committee.
  • In the event of an emergency/crisis situation or natural disaster, this position has been determined to be critical to the support of the mission and incumbent will be required to report for duty.

Qualifications

  • Knowledge of Hotel and DoD operations.
  • Knowledge of hotel management systems in the areas of Engineering management, controls, and review and analysis of guest satisfaction.
  • Knowledge of DoD Fire & Safety regulations. Conversant with DoD publications on supply and accounting for property management.
  • Skill in the identification, analysis, and resolution of a wide range of budgetary problems.
  • Knowledge of CNIC's EEO policy and procedures.
  • Ability to analyze and prepare clear, concise, and technically sound reports.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

There is no education requirement for this position.

  • Selectee may be required to complete a one (1) year probationary period.
  • Participation in the Direct Deposit/Electronic Fund Transfer is required. Salary is commensurate with experience and/or education.
  • Selectees initially recruited from the United States or who are already on a Transportation Agreement will be entitled to transportation and moving costs for themselves and their family members. Household goods may be shipped and a housing allowance is paid to cover monthly housing and utility costs.
  • Compensation includes base pay, a Post Allowance which is a non-taxable (federal) allowance based on the Japanese yen exchange rate, and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the Naval base. You may also ship or store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.

Applicants with minimum qualifications possesses of the following:

  • One year of specialized experience within Facilities Management
Applicants who meet minimum qualifications will be further evaluated for:
  • Knowledge of Department of Defense (DoD) policy and regulations for facility management.
  • Experience managing complex facility operations, to include the development and oversight of preventative maintenance programs, facility service contracts, and maintenance/repair projects.
  • Knowledge of Hospitality management systems in the areas of Engineering/Facility management, controls and review and analysis of guest satisfaction.
  • Experience developing facility master plans and long-range facility requirements.
  • Experience in the oversight of, and compliance to, Federal Fire and Safety Regulations.
  • Experience in the planning, oversight and execution of Project Management.
