JOB TITLE:    Engineering Technician

INTRODUCTION:
The position is located within Marine Corps Base, Camp S. D. Butler, Marine Corps Community Services (MCCS) Division, Logistics Branch, Facilities Maintenance Section (FMS), Project Management Unit, Okinawa, Japan. The function of the position is to serve as the local construction representative for all new construction projects under the MCCS division's comprehensive facilitates improvement program.

DUTIES AND RESPONSIBILITIES:
Assists the Director by serving as the focal point and program manager for the planning, development, programming, and execution of all new construction projects. Under limited direction and control, assists in the formulation, preparation, development, review and oversight of the planning and execution of a comprehensive and effective construction management program, which assures that all facilities provided for the MCCS division's use are properly constructed and meet the complete business and operational needs. Assists with on-sight planning and cost estimations development of NAF construction projects including APF companion project submissions, cost estimations, APF/NAF DD 1391 development, coordination of Project Validation Assessments (PVAs), construction contracting, etc. Reviews and analyzes quantitative data and operational functional requirements for facilities to ensure adequate facilities are constructed. Coordinates and identifies requirements for yearly construction programs.  

Monitors construction status and keeps management and other MCCS executives apprised of problem areas and recommends corrective courses of action.  Frequently interfaces with Program Managers, Community Service Coordinators, Facilities Engineer Division, Army Corps of Engineers, Naval Facilities Engineering Systems Command (NAVFAC), Defense Policy Review Initiative (DPRI), and representatives of the Okinawa Defense Bureau (ODB) of the Government of Japan (GOJ). Serves as the MCCS construction representative in final acceptance inspections of new facilities and ensures that any warranty work required is brought to the attention of the appropriate agencies.

Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Must have a minimum two-year vocational degree in a related job field, OR four years of specialized experience in project planning, project management or construction management.
  2. Knowledge and experience which includes methods and techniques of planning, engineering design, construction practices, and maintenance of trade/craft with military facilities.
  3. Knowledge of project classification and categories, subcategories and cost limitations of each category.  
  4. Ability to research, analyze and exercise judgment in dealing with personnel matters, funding, facility requirements, energy conservation, material procurement, developing reports, and work schedules.  
  5. Ability to read blueprints, plans, technical specifications, schematic designs, concept drawings, etc.
  6. Knowledge in Microsoft Word, Excel, PowerPoint, and project management software programs.
  7. Ability to meet and obtain the basic requirements to become a Contracting Officer's Representative (COR).
  8. A speaking knowledge of the Japanese language is desired but not required.
  9. Ability to express oneself orally and in writing in a highly professional manner to meet and speak with internal and external groups and individuals and to compose written reports and materials clearly, concisely, and effectively.
  10.  valid Government Owned Vehicle (GOV) operator's permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing may result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire.
