Summary

The Inventory Management Program Manager is a licensed pharmacist with the knowledge and proficiency in pharmacy practice and pharmacy administration. The incumbent is responsible for the organization and management of all aspects of the Pharmacy procurement program to ensure that the Pharmacy Service is compliant with all Federal, VHA and local acquisition regulations including development, implementation, monitoring, and reporting for the James J Peters VAMC.

Duties

The incumbent participates in the management of a multi-million-dollar budget for inventory management of pharmaceuticals and supplies. Serves a Cache Manager, Reverse Distribution Manager, ensures accurate Storage environment, Purchase Card Approving official, COR, Waste Management, and other functions. Cost effective turnover of inventory must be consistently identified through sound accounting practices. Fluctuating patient needs, specific specialties, drug shortages, due to back orders and drug recalls, makes this a very demanding task. The Program Manager will provide guidance and supervision for pharmacy procurement/surgical supply technicians and guidance to all pharmacy staff on Inventory manage. Supervisory functions include budgeting, assessing, planning, directing the work of others, educating staff, administration within the facility controlled substances, maintaining quality of services provided and evaluating the performance of pharmacists and technicians under these areas of responsibility. The incumbent is responsible for adherence to all laws, regulation and professional standards relating to the profession of Pharmacy.

Program Management:

  • Utilize strict accounting practices to maintain an accurate budget. Provide upper management with quarterly, monthly and often daily updates on budget status. Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance.
  • Incumbent presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact.
  • Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include small business and mandatory sources. Makes individual purchases not to exceed $10,000 unless specifically authorized to do so by Organization Program Coordinator (authorizing official) Manager. Reconciles purchase card charges within the established time limits.
  • Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service.
  • Serves as liaison between Acquisition and Material Management Service, Fiscal Service and Pharmacy.
  • Oversees the receiving and verifying of correct shipment of pharmaceuticals. Incumbent must assure that immediate reconciliation for incorrect shipments and coordination of a correction with the vendor occurs.
Clinical:
  • Reviews the patient's medication profile prior to dispensing medications. Screens drug profiles for normal dosing range and drug interactions, recognizing the special drug considerations of the age and stage of life of the patient. Reviews polyprescriptions for drug synergism and duplication. Consults with prescribers on course of action when indicated.
  • Counsels' patients and family members concerning directions for use, side effects, precautions, and the need to strictly follow the regimen.
  • Monitors patient profiles and ensures contained information is correct and up to date, including any history of drug interactions
  • Provides consultation to MD's, DO's, DPM's, OD's, PA's, NP's and other health professionals on basic information about drug therapy.
Supervisory:
  • Responsible for assessing, planning, and evaluating the pharmacy procurement and pharmacoeconomic programs to ensure that all Federal, VHA, and local acquisition regulations are followed with proper coordination between the delivery of Pharmacy services and the overall delivery of health care.
  • Provides direct supervision of the duties of all Procurement technicians.
  • Interviews prospective pharmacists and technicians to determine their suitability for vacancies. Works directly with the Pharmacy Supervisors when disciplinary action may be warranted.
Education:
  • Assures that all staff are knowledgeable concerning Medical Center and Pharmacy Service policies and procedures. Creates and administers annual competencies to ensure that staff is trained and able to perform all expected duties.
  • Participates in continuing educational programs within the medical center and in-service programs within Pharmacy Service.
  • Maintains advanced knowledge of pharmaceutics, pharmacokinetics, pharmacodynamics, and pharmacotherapeutics in the area of practice.
  • Maintains professional competency by keeping abreast of the current medical and pharmaceutical.
  • Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature and participating in continuing education programs.
Work Schedule: 8:30am to 5pm Monday- Friday day shift, with some weekends

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
    • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). (This is required to supply if you have foreign education to meet educational requirement)
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
    • NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Creditable Experience

Knowledge of Professional Pharmacy Practices.
To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.

Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).

Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.

Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.


Grade Determinations:

GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.

Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.

Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities:
  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards for their program area.
  • Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

The full performance level of this vacancy is GS 13. The actual grade at which an applicant may be selected for this vacancy is GS 13.

Physical Requirements: Some of the work is sedentary. Duties regularly involve carrying light items such as files, computer printouts, etc. for short distances. When medication/supply orders are received, lifting up to 40 pounds, bending, stooping and stretching is required to stock shelves.
