Duties

The FAP Program Manager (FAPM) will assist the HQMC FAP Section Head (FAP SH) in managing and overseeing the FAP at the headquarters level. This role is pivotal in supporting the mission of promoting family stability, preventing domestic violence, and providing comprehensive resources for families in need. The FAPM will work closely with the FAP SH, FAP Program Specialists, and collaborate with other internal HQMC stakeholders and FAP Leaders and staff across the Marine Corps to enhance program effectiveness and ensure compliance with policies and regulations. The FAPM will assist the FAP SH with program oversight and management to ensure that a comprehensive program for the assessment, intervention, and prevention of family violence, and a variety of supportive service modalities, are available. The FAPM will coordinate responses to Behavioral Programs branch, Congress, Department of Navy (DON), Department of Defense (DoD), Requests for Information (RFI), Government Accountability Office (GAO) recommendations, and other Federal agency executive-level taskers and policy documents. The FAPM will manage revisions and updates to FAP, Department of Defense (DoD), Department of the Navy (DON), the Secretary of the Navy (SECNAV), Marine Administrative Messages (MARADMIN), and the United Stated Marine Corps Order (USMC) policies, providing related guidance to HQ FAP Leads in overall adherence and compliance. The FAPM will support HQ and related database site managers to coordinate field staff access to program-related assessments, onboarding, and general training databases FAP Incident Severity Rating Scale, (FAPSS) Problematic Sexual Behaviors in Children and Youth (PSB-CY), and Non-Clinical Referral Tool (NCRT).  

The FAPM will provide other policy, leadership, administrative, and training support to HQ FAP action officers and field staff as needed. The FAPM will assist the HQMC FAP Advocate with processing TCADs and Expedited Transfers. In collaboration with the FAP SH, the FAPM will develop program evaluation plans, procedures, measurement criteria, and methodology to meet the needs of the FAP policies and service delivery needs. The FAPM will collaborate with the designated FAP Data Analyst to review data required for use in the management and direction of programs. The FAPM will support the preparation of reports and assist in providing and/or obtaining program data to forecast budgets for execution and short and long-range FAP plans for quarterly DoD/MCA meetings, calendar and fiscal year HQ and DoD budget requests. Ensuring the integration of Marine Corps Total Fitness into policy and services provided by the FAP is another key role of the position. 

The FAPM will assist the FAP SH in monitoring FAP data receipt and delivery to/from Headquarters Marine Corps (HQMC). The FAPM will manage data collected by FAP service areas (New Parent Support, Clinical, PSB-CY, Advocacy) and analyze for risk factors, trends, program efficacy, and intervention/prevention. The FAPM will assist the HQMC FAP SH, FAP leads, and Data Analyst with data and metrics collection, metrics definitions, and quarterly management of data reporting procedures. The FAPM will adhere to all policies, directives, privacy act regulations, Human Research Protections (HRPP), and local SOP related to FAP and interrelated Behavioral Programs.

The FAPM will prepare supporting documentation for presentations and proposals and may represent FAP and Behavioral Programs at meetings and briefings as they relate to administrative and policy, planning, and strategy development for the FAP. The FAPM will stay abreast of local, national, and Marine Corps FAP and behavioral health patterns that may be contributing factors to family violence.

This position may be eligible for telework as determined by the Command policy. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

In accordance with Department of Defense Instruction (DoDI) 6400.01, Program Managers must have at a minimum:

A Master¿s or Doctoral-level human service and/or mental health professional degree from an accredited university or college.

The highest licensure in good standing by a state or national regulatory board in either social work, psychology, counseling, or marriage and family therapy that authorizes independent clinical practice. Applicants must provide a photocopy of licensure with their application.
