Summary

The Information Technology (IT) Risk Specialist serves under the general supervision of a Senior Examiner or the Operations Risk Program Manager and acts as an advocate for effective internal controls over technology.

Duties

As an Information Technology (IT) Risk Specialist, you will:

  • Develop risk-based institution-specific examination plans (for large, complex, or high-concern institutions) that comply with all applicable guidelines and include procedures for testing an institution's unique risks.
  • Conduct IT examinations in accordance with generally accepted IT audit standards and guidelines to ensure that the institution's information technology and business systems are adequately controlled, monitored, and assessed.
  • Provide support and technical assistance to OE examiners and management in conducting IT examination activities.
  • Maintain responsibility for planning IT examination activities for low to moderate to highly-complex institutions.
  • Recommend new or improved IT examination techniques or methods to enhance future examinations.
  • Conduct related conferences and communicates with institution officials, as appropriate, to obtain feedback and reactions to examination findings and to convey information concerning corrective action or regulatory guidance.
  • Write examination entrance and report transmittal letters to board members, internal and external correspondence related to examinations or projects, Enforcement Action Memoranda as necessary, and other materials that are essential to complete the reporting process and maintain ongoing communication with institution personnel.

Qualifications

Desired Qualifications: Experience conducting bank examinations of Farm Credit System (FCS) institutions and leading meetings with member banks and associations to discuss operating results/performance, regulatory guidance, and examination conclusions and recommendations.

You may qualify at the VH-38 (GS-12) band level if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes performing information technology (IT) examinations or audits as a financial regulator, consultant, or internal IT specialist and preparing written reports describing controversial, contentious, or negative findings.

You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes leading information (IT) examinations or audits as a financial regulator, consultant, or internal officer; developing IT policy for either a financial regulator or private institution to enhance adherence to laws, regulations or acts; and providing guidance and training to others in federal regulations, laws or acts, such as IT security and governance, cybersecurity framework, business continuity, systems development, change management, hardware/software configuration standards, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for experience at the VH-38 or VH-39 band level.

  • VH-38: Base salary range $76,965 to $126,992. VH-39: Base salary range $$88,055 to $145,290. Locality pay is added to base salary using on the following duty station locality rates: Bloomington, MN, 26.89%; Irving, TX, 26.87%; McLean, VA, 32.99%; Greenwood Village, CO, 29.55%; Sacramento, CA, 28.80%, and the Rest of the US 17.00%. Locality rates are subject to change.
