Summary
The Air Force Research Laboratory (AFRL), Financial management supports customers across the Air Force as well as partner organizations.
Duties
Position duties include but are not limited to:
- Supports enterprise and mission priorities at all levels. Serves as a recognized expert in decision support, cost estimating, and cost analysis projects.
- Leads planning and programming and ensures the organization's program(s) within cost, schedule, and performance.
- Performs financial assessments to make determinations on the impact of a variety of resources, such as manpower, funding and facilities and provides financial management advisory services to organizational leaders.
- Leads work requiring the design, development, and adaptation of various program control methodologies and techniques.
- Guides financial managers as they work with customers to identify problems and develop strategies, while ensuring legal and regulatory compliance for effective resolutions customers. Coaches and mentors analysts in developing technical skills to create cost models and analytical frameworks supporting assigned projects, studies, or problems.
- Challenges, modifies/adapts inefficient methods/approaches to increase business efficiencies & effectiveness.
- Delivers conclusions and recommendations with creativity and ingenuity to support senior management decision making on the impacts of requirements definition and business acquisition plans based on sound research theory.
- Provides technical and cost guidance and advisory support to Comptroller and senior leadership.
- Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts that impact cost estimating studies.
- Accomplishes professional development and maintains technical proficiency.

- Must be able to obtain Level 3 Financial Management Certification IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

- The duty location for this position can be either Arlington, VA, Eglin AFB, FL, Kirtland AFB, NM, Rome, NY or Wright-Patterson AFB, OH. Telework options can be negotiated and implemented after entrance on duty.
- This is an APDP position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Business-Financial Management (K).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower broadband / grade level DO-02/GS-13, or equivalent in other pay systems.
COMPETENCIES: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Problem Solving, Business Management, Oral and Written Communication, Teamwork and Leadership.
Desired Qualifications:
- Desired Master's/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master's degree.
- Experience with successfully interfacing/collaborating with business partners across multiple functions outside financial management.
- Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
- Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations.
- Experience in building program plans and budget justification products.
- Experience of providing written and oral communications to senior leaders.
- Experience with solving complex issues which span multiple internal and external organizations.
