Duties

  • You will formulate, present, and defend budget and cost estimates.
  • You will review and evaluate budget requests.
  • You will advise on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • You will be responsible for coordinating all activities associated with contract and labor administration within the department.

  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

FOR THE GS-09 LEVEL:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Examining documentation for accuracy and compliance; 2) Maintaining and reconciling accounts and accounting data; 3) Preparing, downloading, and communicating varying daily, weekly, and monthly financial reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating, presenting, and defending budget and cost estimates; 2) Reviewing and evaluating budget requests; 3) Identifying, analyzing, and resolving a range of budgetary problems such as development of alternative methods of funding; 3) Interpreting and appropriately applying budgetary policies.

Education

The standard for this series allows eligibility through meeting either Education below or Experience listed under Qualifications.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

FOR THE GS-09 LEVEL:
master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree

FOR THE GS-11 LEVEL:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

NOTE: All academic degrees and coursework must be from accredited or pre-accredited institutions.
