Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST/ACC in the NAVY MEDICAL FORCES SUPPORT COMMAND of NAVMEDFORSUPCMD FT SAM.

Duties

  • You will route and manage DD-577s and SAARs for the department and Program Manager to ensure compliance with current policy and audit requirements.
  • You will be responsible for reviewing, monitoring and researching outstanding obligation/accounts payable/expenditures for the current and prior year documents.
  • You will present and defend budget estimates before higher authorities.
  • You will ensure funding is reconciled to the Funding Allocation Document (FAD), primary system, and all financial reports.
  • You will review and correct suspended obligation and disbursement transactions, process cost transfers and PIIN transfers.
  • You will, if needed, prepares daily status of funds and compliance with BUMED standardized SOPs.
  • You will be required to obtain and maintain access to various systems (to include Automated Disbursing System, Defense Joint Military Pay System – Reserve Component, Fund Administration and Standardized Document Automation, etc)

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

FOR GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience creating and maintaining spreadsheets, manipulating data, and performing basic formatting and calculations.
- Experience formulating budget and cost estimates to support plans, programs, and activities.
- Experience analyzing historical expense data to perform annual budget and execution review, reconciling budget data to prevent variances.
- Experience developing budgetary policies and practices.
- Experience implementing legal and regulatory controls over approved budgets and providing advice and methods for acquisition and use of funds to support programs and activities.

FOR GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience creating and maintaining spreadsheets, manipulating data, and performing basic formatting and calculations.
- Experience drafting budget and cost estimates in support plans, programs, and activities to be reviewed.
- Experience analyzing historical expense data to perform annual budget and execution review, referring unusual or controversial issues to supervisor for assistance.
- Experience interpreting and applying budgetary policies and practices.
- Experience researching legal and regulatory controls over approved budgets.
