AREA OF CONSIDERATION:

DUTIES:
As a FINANCIAL MANAGEMENT ANALYST (D2371P01),GS-0501-9, you will provides professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. This position serves as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts.
PHYSICAL DEMANDS:
The work is generally performed in a typical office setting. There are no special physical requirements to perform work. Use of a personal computer or CRT and printers are mandatory.
WORKING ENVIRONMENT:
The employee works in an office with adequate heating, ventilation, and lighting involving everyday risks or discomforts. Normal safety precautions are required.
QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower GS-08 level, or the equivalent TWENTY-FOUR (24) months performing or supervising duties such as being responsible of all pay operations that are handled by the Pay and Exam branch; conducting comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors; examining, analyzing, and interpreting finance and accounting data, records, and/or reports; determining conformance to federal appropriation law; ensuring validity, accuracy, and completeness of claims for customers; requesting additional information and/or documentation, as required in order to make determinations on a payment's status; examining, reviewing, researching, and correcting payment transactions for pay accounts not covered by standard rules and regulations; verifying that substantiating documents are in proper order for authorized entitlements, support payments, and command approval; reviewing and processing special pay actions or problem cases generated by computer processing problems; using system generated data to identify information in the system causing problems; reviewing substantiating and supporting pay authorization documents for propriety, authentication, and accuracy; resolving pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements; applying GAO decisions, policies, and procedures; using current and superseded rules and regulations governing each type of pay; applying pay and tax laws, regulations, directives, and policies; preparing necessary documentation to pay or collect entitlements and adjust effected taxes; examining records, original orders, and all substantiating documentation are in accordance with prescribed administrative regulations and procedures; assessing travel settlements military permanent change of station (PCS) claims; having effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau; ensuring work is processed in accordance with established guidelines, regulations, policies, and procedures.

This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment.
