General Experience -
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Skill in applying procedures and directives by reading and interpreting program
material;
- Skill in presenting formal training presentations and briefings;
- Ability to prepare reports and presentation formats.
Specialized Experience -
The applicant
must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. The applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
As a condition of continued employment in the GS-0501-09 positions, dependent on each position's certification level, the employee must complete the higher financial management certification.
Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.
- Knowledge of the USPFO organization, mission, and functions.
- Knowledge of commonly used fiscal control systems' regulations, policies, procedures, and guidance that specifically pertain to the work.
- Knowledge of military and civilian pay entitlements and allowances, and military and civilian travel entitlements.
- Knowledge of review and analysis techniques including statistical sampling techniques and procedures.
