The United States Space Force (USSF) Space Systems Command (SSC) Operational Test and Training Infrastructure (OTTI) at Peterson Space Force Base, Colorado is searching for a Deputy Chief Financial Management Officer (NH-0501-04, GS 14/15 equivalent).
Description:
The primary purpose of this position is to serve as a Deputy Financial Management Specialist directing or supporting the activities of space weapon system sustainment programs.
This position will serve as a Deputy Financial Management Officer assigned to the SSC/OTTI under the Operational Test & Training Infrastructure Delta to implement, direct, and/or function as part of a financial management operation for the Space Systems Command (SSC) in support of acquisition sustainment phases and assigned systems, programs, or major equipment.
The responsibilities include but are not limited to supervising a team of three support contractors to provide financial management support, policy guidance and procedural interpretation to program managers, project officers, contractors and other internal and external agencies associated with acquisition, sustainment or operation of the Operational Test & Training Infrastructure Integrated Program Office. Analyzes and evaluates instructions and other directives from DoD, USAF, USSF, SSC, and other staff organizations to determine impact, extent of application, and/or deviations necessary to meet program and statutory requirements.
The ideal candidate should have a master's degree or the equivalent of experience. Knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.

6. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD and organization s that govern, interface with, and/or influence the systems acquisition process.
7. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
8. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.
