Duties
- Forecasts, allocates and interprets comprehensive financial data for both various appropriations, reports and statements, variance analyses, Requests for Information (RFIs) and financial trend analyses about the budget and programs of assigned organizations. Provides authoritative financial analysis and guidance for one or more future budget years to inform decision-making by leadership.
- Serves as a consultant and technical Subject Matter Expert (SME) in financial management to functional experts and/or agency officials responsible for program operations. Provides management officials with decision support related to the impact(s) of financial transactions and budgetary changes on program solvency and viability in changing environments.
- Effectively prepares, assembles and conveys information in support of formal presentations of budgets, RFIs and formal reviews with higher echelons. Ensures the final products meet stated objectives and are timely, complete, logical, properly documented, and of professional quality.
- Evaluates, advises and assembles background data on the impacts of pending and current Congressional, OMB, DOD, USAF and Comptroller General decisions and recommends courses of action. Accurately compiles and summarizes narrative information and quantitative budget-related data in accordance with prescribed procedures and regulations.
- Uses data analysis tools (ie AFM, FMSuite, CRIS, PBES, PowerBI) to streamline processes and/or eliminate manual data pulls. Performs trend analysis and uses outcomes to advise on best approach to budget drills, shorten business process timelines, eliminate non value added work, inform leadership decisions, and make every dollar count in support of the Warfighter mission.

- A Bachelor’s (Undergraduate) Degree in Business Administration, Economics, Finance, Accounting or other related fields and a strong Budget Analyst background is highly desirable.
Qualifications
Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development.
Applicants must meet the basic requirements and Specialized experience as stated in this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: comprehensive knowledge of and experience in all aspects of financial management operations, including formation, development, and execution of budgets; providing critical decision support and advisory services across budget operations, cost analysis, auditing, financial systems, and data analytics; resolving complex financial challenges guiding both resource and workforce management to optimize organizational and mission support capabilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. Skill in preparing written briefings and reports to communicate the potential effects of budgetary actions and functional project status for management review.
2. Knowledge of commonly used budgetary methods, practices, precedents, procedures, regulations, policies, briefing formats and processes to formulate, justify, and execute assigned budgets to support the mission, structure, goals, work processes and programs of supported activities/organizations.
3. Ability to conduct studies; gather, assemble, and prepare estimates; extract, organize, and analyze data from a variety of non-evident sources; develop alternate options/strategies; and make recommendations to resolve financial problems and budget/manpower issues. Ability to select and apply analytical methods and techniques to rapidly changing circumstances to maintain agility and create decision space for leadership.
4. Knowledge of commonly used budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides to perform financial management tasks.
5. Skill in the analysis and resolution of complex problems; selecting and applying a variety of analytical methods and techniques to budgetary processes.
6. Comprehensive knowledge of OMB, Congressional, and agency financiel management and program objectives, budget precedents and controls, guidlines and refulations.
