Duties

This position's pay level is NF-3/4. At the NF-3 level, the incumbent serves in the Financial Readiness Associate capacity performing duties under close supervision. Advancement to the target grade level requires completion of Accredited Financial Counselor certification within one year of assuming position and must be recommended by the supervisor.

INTRODUCTION:
This position is located within the Marine & Family Programs Division, Personal and Professional Development Branch. The Personal and Professional Development Program Advisor reports to the Education and Career Program Manager. The incumbent is an integral part of P&PD, applying professional knowledge of education and counseling principles to administer, conduct, and evaluate individualized career-related or self-development plans emphasizing personal financial responsibility and accountability by providing basic principles and practices of sound money management, consumer education programs, financial counseling, and information and referral services.

DUTIES AND RESPONSIBILITIES:
The incumbent serves in a trust and confidence position, possesses and maintains competencies in the areas of personal financial management, employment, education and vocational/technical disciplines, with an emphasis on providing personal financial management education and counseling. Helps clients assess values, interests, abilities and skills and relate these to opportunities for employment, education, training and life skills. Liaises with unit commanders to promote the use of advisement services. Administers and interprets psychometric tests and personality inventories. Provides initial assessment of the client's career and personal readiness circumstances and provides basic advice in order to aid the process of supporting their individual development plan. Refers clients to other resources or programs as appropriate.
 

Plans, organizes and implements a comprehensive personal financial management education, training and counseling program, in compliance with federal law and current military policy, which emphasizes individual financial responsibility and accountability, along with increasing financial literacy of customer base.
 

Facilitates Personal and Professional Development's workshops, activities, and events. Areas of instruction include employment, education, vocational/technical, and personal financial management disciplines. Provides input to HQMC P&PD subject matter experts to identify competencies, establish prioritized goals and objectives, develop instructional materials, and collaborate with other instructors and industry representatives to ensure relevance in programming.

Adapts instructional strategies to meet student needs and utilizes technology and varied media as appropriate. Supports ongoing student assessment and works with other programs to ensure student achievement and effectiveness of instruction and advising. Uses assessment data to improve course and advising delivery. Assists in the scheduling of classes to meet the learning needs of students and instructional demands of the program.

Qualifications

Minimum Qualifications: NF-03 (Financial Readiness Associate) ($19.00 - $20.00 PER HOUR)

1. Bachelor's Degree in Personal Finance, Accounting, Finance, Adult Education, Counseling or related field.
2. Knowledge of military culture and military pay and benefits.
3. A minimum of two years of experience providing readiness services to military members and their families.
4. Ability to communicate effectively (writing, listening, speaking).
5. Advanced proficiency with Microsoft Office applications, specifically Excel, Word, and PowerPoint required.

Minimum Qualifications: NF-04 (Personal Financial Manager) ($27.08 - $29.37 PER HOUR)

1. Ability to obtain Accredited Financial Counselor (AFC) certification within 2 years of hire.
2. Bachelor's Degree in Personal Finance, Accounting, Finance, Adult Education, Counseling or related field.
3. Knowledge of military culture and military pay and benefits.
4. A minimum of three years of experience in, or related to, career planning, employment services, personal financial management, direct advisement of students, curriculum design, and/or instructing.
5. Knowledge of human behavior and performance; individual differences in ability, personality, and interests, learning and motivation.
6. Ability to communicate effectively (writing, listening, speaking).
7. Advanced proficiency with Microsoft Office applications, specifically Excel, Word, and PowerPoint required.
 

Additional Preferred Qualifications:

  • Experience in education, career and personal financial management development strategies for diverse higher education populations.
  • Ability to plan, organize, instruct and facilitate educational courses of quality.
  • Experience in resume writing.
  • Ability to organize activities and coordinate groups of people.
  • Experience in program analysis and evaluation.
