Summary

The Financial Resource Specialist performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area and field offices of Natural Resources Conservation Service (NRCS) for the Alaska State Office.

Duties

  • Performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources in the local state office.
  • Provides support, guidance, and assistance to the State Conservationist (STC) and State Leadership Team (SLT).
  • Projecting, planning, allocating, executing fund certification, managing/tracking, and reporting on the financial and technical assistance resources needed to carry out the business of conservation at the state, area and field levels.
  • Analyzes financial information to confirm proper execution of funds in accordance with applicable rules and regulations, and as directed by the state.
  • Coordinates with National Service Delivery Teams (NSDTs) to identify and resolve questions and errors related to budget allocation, execution, reporting and payments
  • Research and reviews written materials and documentation pertaining to a variety of issues, processes, and programs, in order to obtain thorough understanding of financial resources issues.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience for the GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include at least one of the following:

  • Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools.
  • Providing guidance and assistance in projecting, planning, allocating, and executing financial resources.
  • Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations.
  • Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; and/or
  • Coordinating internal controls processes and financial audit activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-11) in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Time Limited Assignment: If your current permanent place of residence is not Alaska, your initial tour of duty may be up to 3 years. You may serve additional years, not to exceed 5 years in total, with agency approval. At the completion of the time limited assignment, you will be returned to a position in the agency within the same geographic location that you left (where possible) and have guaranteed rights to a position of grade equivalency. Guaranteed return rights are forfeited after 5 years.
