Summary

This a National Guard Title 5 Excepted Service Position.

This National Guard position is a Temporary GS-0503-08 FINANCIAL SERVICES TECHNICIAN (TITLE 5), Position Description Number T51320000 and is part of the MO United States Property and Fiscal Office. This is a bargaining position.

Duties

  • Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements.
  • Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems.
  • Performs in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues, including assessing unusual circumstances or conditions.
  • Analyzes facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent laws, regulations, precedent decisions, and procedures.
  • Analyzes and resolves tax processing problems based on soldier inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collections.
  • Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems.
  • Identifies, analyzes and provides solutions regarding multiple entitlements, payments to personnel in various duty statuses and assorted payments to commercial vendors.
  • Performs other duties as assigned.

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Temporary appointments are subject to termination at any time.
  • This position can be filled up to four years if funds are available to support it.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Per National Defense Authorization Act (NDAA) of fiscal year (FY) 2017, Veterans who are retiring from active duty have a 180 day waiting period before an appointment effective date can be established.
  • As a basis of continued Title 5 Excepted Service employment/appointment, employee must meet the DoD directed civilian financial management certifications for the finance positions within two years of initial hire date or promotion appointment date.
  • As a basis of continued Title 5 Excepted Service employment/appointment, employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.

Qualifications

GENERAL EXPERIENCE:Must possess one year on-the-job experience in financial administration that demonstrates understanding of financial principles and concepts. Skill in collecting data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; and skill in applying procedures and directives by reading and interpreting program material.

GS-08 SPECIALIZED EXPERIENCE: Must possess at least 3 months of specialized experience which demonstrates your ability to provide analysis, validate, process and correct financial transactions and issues/problems involving a full range of financial services; and summarize, analyze and evaluate financial data. The specialized experience must indicate you possess a comprehensive knowledge of various integrated automated financial systems to perform complicated evaluations of pay actions and to troubleshoot problem disbursements; and knowledge of commercial contract payment processing, receiving and invoicing procedures to compute commercial vendor payments. Experience in obtaining and interpreting information, organizing and developing clear and meaningful written information.
