Duties

  • The major duties described below reflect the full performance level of this position:
  • Designs, develops, tests, evaluates, implements, reviews and maintains accounting, finance, and reporting systems to meet all applicable federal government requirements and needs of management.
  • Identifies weaknesses and problems and develops recommendations for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy.
  • Analyzes large amounts of data (input and output) to make a determination if a local solution or wider system redesign is warranted.
  • Recommends actions to resolve existing problems, prevent potential problems, and/or affect new or revised internal controls.
  • Runs recurring reports/run jobs and ensures they are accurately produced and on time; and that pertinent financial data is available for reconciliation, validation and report processing.
  • Runs recurring reports/run jobs and ensures that the integrity of the application has not been compromised by errors in the program logic; and, that they comply with current conventional accounting principles and procedures.
  • Reads, develops and executes Structured Query Language (SQL) code/scripts to identify problems, extract data from the database and create reports from that data.
  • Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. You MUST submit transcripts at the time you apply.

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
Examples of qualifying specialized experience at the GS-11 grade level: Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls.

To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service performing testing, designing, evaluating, implementing, reviewing and maintaining of an automated SQL-based accounting financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
Examples of qualifying specialized experience at the GS-12 grade level: Demonstrating knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying, documenting and recommending financial system requirements; researching issues related to the integration of financial systems; creating SQL code and updating structures of SQL based systems.

This position is developmental at the GS-11 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade levels without further competition.

Volunteer Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
