The primary purpose of this position is to provide fire alarm communication center dispatch services to the base populace by answering emergency 911 calls and initiating responses with appropriate personnel and equipment. Maintains an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response.

This position is internal to current Air Education and Training Command (AETC) civilian employees only.

Duties

  • Provides emergency 911 and dispatching services. Determines the nature of the emergency in accordance with established guidelines.
  • Provides medical response dispatch services to callers. Incumbent verifies the location and call back number for a medical patient and determines the severity of the emergency situation in accordance with 97 MDG approved protocols.
  • Maintains maps, checklists and charts, including automated programs. Maintains a current automated outage status file for fire detection/suppression systems, fire hydrants, or any other system which is an impairment to fire safety and ensures senior fire officials receive current outage reports.
  • Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center.
  • Prepares and maintains reports and records relating to emergency responses. Performs Civil Engineer Service Call operations. Incumbent serves as single point of contact to receive and verify work requirements and refer emergency request to the appropriate civil engineer shop standby personnel during after duty hours, down days, and holidays.

  • Incumbent must be able to obtain Telecommunicator Level I and II within 6 months of appointment.
  • Incumbent is required to work an alternate work schedule which requires an uncommon tour of duty (including weekends and holidays).
  • May be required to perform temporary duty travel by military or commercial air.
  • lncumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • Maybe required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified operator. Subject to telephone recall for emergency or exercise contingencies.
  • Works in close harmony with supervisors, co-workers, and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off-base agencies(cont'd)

  • Incumbent must be able to obtain and maintain a current Cardio-Pulmonary Resuscitation (CPR) certification within 90 days of appointment.
  • Incumbent must stay current with National Incident Management System (NIMS)
  • Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.
  • Incumbent must obtain Hazardous Materials Awareness certification within 60 days of appointment.
  • Incumbent must Government Purchase Card qualified within 90 days of appointment.
  • Requires wearing a prescribed uniform and maintaining a professional appearance.
  • This position is not covered as a rigorous position under the federal Firefighters Retirement System's special requirement.
  • Incumbent is required to keep a current phone number/address on file for recall purposes.

Qualifications

Conditions Of Employment Continued:
  • Must be able to obtain and maintain a Secret Clearance.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes operational knowledge of the communications equipment, alarm equipment and systems, and radio usage and procedures. They are required to have extensive knowledge of vehicle dispatching procedures, resources and capabilities, as well as detailed geographic knowledge of the jurisdiction served. Employees must maintain knowledge of standard fire protection and prevention theories, techniques and practices relative to various types of emergencies including hazardous material situations and medical emergencies. They clarify requests for assistance, which are incomplete or unclear in order to transmit precise and accurate information to effectively and efficiently dispatch the appropriate response, which can be critical to the safety of those responding and those requesting assistance. Similar to telecommunications equipment operators at this level, Dispatchers must be able to assess incoming information (problems presented) in fire, medical and other emergency situations and quickly determine the proper course of action.

Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of 911 and emergency vehicle dispatch operations.
2. Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required.
3. Knowledge of location and availability of emergency apparatus, the kind of apparatus, and equipment needed for the emergency at hand.
4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
5. Ability to work independently without immediate supervision.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
