Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a FIRE CHIEF, Position Description Number T6329000 and is part of the MD 175th ANG, National Guard.

Duties

Plans, organizes, and oversees the activities of the Fire Protection Flight. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design. Plans work for accomplishment, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Balances workload and provides overall direction and vision to subordinates. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources. Identifies need for change in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution. Establishes review systems for the organization that ensure government needs are met. Reviews work of subordinates and is held accountable for actions taken by subordinates. Makes decisions on work problems. Reviews training to assure it is proper and promotes effective operation of the organization as a whole.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work. Advises staff regarding policies, procedures, and directives. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Explains performance expectations to employees. Appraises performance of employees directly supervised, and serves as reviewing official on evaluation of employees rated by subordinate supervisors. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions. Ensures documentation prepared to support actions is proper and complete. Approves leave for subordinate supervisors and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
Represents the Fire Protection Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with personnel. Provides technical advisory services to management on all matters pertaining to fire protection and prevention. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues.
Assumes command at crashes, fire, or emergency situations. Personally takes charge when highly classified weapons or equipment are involved in fire, watching exposures and taking necessary precautions for protecting surrounding facilities. Makes final determination as to the special actions for forcible entry or rescue to be taken. Determines routes to travel to scenes of emergencies, makes final determination of area to be cleared. Maintains close coordination with safety officials on site who control the situation until the fire department is called into action.
Determines need, budgets for, and recommends acquisition of additional and/or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc. Provides technical advice on fire protection aspects of engineering projects; aircraft operational training programs; munitions storage, processing, and handling; supply storage; fuel storage and handling; aircraft and vehicle maintenance operations; and utilization of buildings and facilities. In areas in which established standardized procedures, techniques, and equipment are inadequate, participates in developing or initially implementing new or improved techniques, procedures, or equipment. Identifies and recommends facilities that have requirements for additional installed fire protection systems and the need for local and/or automatic alarm reporting systems.
The Fire Chief is given wide latitude for exercising personal initiative and judgment in planning. Duties are performed independently within the confines of regulations, directives, National Fire Protection Association (NFPA) Standards. Keeps the supervisor informed of actions taken and discusses matters of major importance with the supervisor for coordination.

Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory.
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2. This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
3. Must be certified by the DOD Fire Fighter Certification system as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Firefighter (includes Firefighter I, II).
4. Incumbent may work a minimum 56 hour week with supervisor's approval
5. Required to participate in a physical fitness program and pass an annual physical.
6. Incumbent is on call 24 hours a day, seven days a week unless TDY or on leave.
7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Maryland or National Registry Emergency Medical Technician
Required to drive motorized firefighting equipment, candidates must possess and maintain a valid State motor vehicle operator's license of the appropriate classification or kind.

Qualifications

SPECIALIZED EXPERIENCE: Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial,
volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of
fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and
prevention.
Requirements For Motor Vehicle Operation
For those positions requiring employees to drive motorized firefighting equipment, candidates must possess and maintain a valid State motor vehicle operator's license of the appropriate classification or kind. Applicants also may be required to pass a practical road test and provide information on their driving record.
Agencies may require candidates to demonstrate satisfactory performance of the minimum physical abilities necessary to perform safely and efficiently the
essential tasks of a particular position. The abilities may be demonstrated through prior satisfactory performance in the same or a similar position, or agencies
may choose to use a task demonstration. A task demonstration must be directly related to the essential job tasks, and thus, must consist of a sample of
operations or steps that reflect a reasonably faithful representation of those selected job tasks. Any demonstration required must be uniformly applied to all
similarly qualified candidates; the level of proficiency required cannot exceed that which is required in actual job performance; and reasonable accommodation
must be provided where necessary.
Medical Requirements
Applicants for positions that have duties of an arduous or hazardous nature must meet the medical standards described below. Since individual positions may
not include all such duties, a physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition
and the nature of the duties of the specific position to be filled.
Employees in positions involving firefighting duties or other duties involving arduous physical exertion may be subject to periodic (e.g., annual) medical
examinations following appointment to determine fitness for continued performance of the duties of the position. (See 5 CFR 339.)
Any serious deviation from sound medical condition may be grounds for rejection of an applicant regardless of whether the condition is named below.
Remediable defects or curable diseases will not exclude a person from consideration, but proof that such defects have been remedied or the disease cured must
be received during the life of the eligible register before persons otherwise qualified may be considered for appointment under civil service rules.
Eyes: Corrected distant vision must be at least 20/30 in one eye and 20/70 in the other eye. Uncorrected distant vision is required only if it is likely that
corrective lenses may be lost or broken. If so, uncorrected distant vision must be at least 20/100 binocular. Ability to distinguish basic colors is required.
Applicants must be free from acute or chronic eye disease.
Ears: Using an audiometer for measurement, there should be no loss of 30 or more decibels in the unaided worst ear at the 500, 1000, and 2000 Hz levels.
Nose, Mouth, and Throat: Applicants must be free from conditions that interfere with distinct speech, free breathing, or with the use of breathing
apparatuses or protective equipment.
Lungs: Applicants must be free from any pulmonary or chest wall disease or condition that results in not being able to perform the duties of the position.
Heart and Blood Vessels: The following conditions may be cause for rejection: organic heart disease, valvular or vascular diseases, coronary heart disease,
angina pectoris, recurrent syncope, or history of myocardial infarction.
Abdomen: Acute or chronic disease or inflammation of the abdominal viscera, hernia, or significant enlargement of the liver or spleen that interferes with the
performance of the duties of the position will be cause for rejection.
Spine, Pelvic, Sacroiliac and Lumbo-Sacral Joints: Applicants must have free movement of spine and pelvic joints.
Neurological System: Degenerative neurological disease or disorder that results in documented evidence of neurological impairment that renders the
applicant unable to perform the duties of the position will be cause for rejection. A history of serious mental disease may be disqualifying.
Extremities: Individuals cannot have anomalies in the number, form, proportion, and movement of the extremities that interfere with function. This includes
non-united fractures; nonreducible dislocations; united fractures and reduced dislocations with incomplete restoration of function; amputation of arm, hand,
leg, or foot; loss of any skeletal portion of the thumb of either hand; loss of more than the two distal phalanges of the ring or little fingers of either hand; any lose
joints; pes cavus, weak foot, or clubfoot; flatfoot with symptoms unresponsive to orthotics; loss or deformity of great toe or any two toes on the same foot; torn
cartilage or loose foreign bodies within the knee joint; instability of the knee joint; or inadequately healed surgical procedure.

Education

Knowledge of fire prevention and fire fighting techniques as it relates to the following:
Large shops engaged in industrial or maintenance and repair activities. Many shops cannot be adequately protected by fire prevention techniques or require innovative prevention methods because of the basically hazardous nature of the operation. They are involved in activities such as the major overhaul and repair of aircraft and rockets and the use of highly flammable liquids and gases. gasoline and other fuels, conventional and nuclear explosives, or chemicals
Air traffic and support operations are characterized by Armed military tactical aircraft and a large quantity of fuel aboard aircraft (e.g., 50,000 pounds), or in storage (e.g., 1,000,000 gallons).
Materials which are novel or yield hazardous by-products requiring special fire prevention and firefighting procedures and equipment.
Storage facilities have large areas containing significant quantities of piled and stocked combustible materials.
Ability to manage training programs that are particularly intense due to new or changing requirements such as, emphasis on hazardous materials incident control may require significant additional training on the appropriate response to numerous chemical hazards or the setting up of a special hazardous materials response team; recurring proficiency drills are required to build confidence, supplement fire ground supervision, and assure effective response; numerous aircraft transit the airfield requiring continuing firefighter training on egress from numerous airframe configurations; the overall training.
Ability to manage a program concerned with upgrading installed fire protection systems. The installation has a large scale building or facility renovation program requiring significant attention to the approval of construction plans, recommending the proper number and placement of exits, sophisticated alarm and fire suppression systems, etc., and monitoring phases of construction throughout the installation.
Skill in negotiating mutual aid agreements to protect remote sites on the installation and/or assist local communities. These mutual aid agreements are arranged with three or more Federal or local fire departments. Some mutual aid requirements are particularly fluid, necessitating frequent updates or reassessments. The fire chief assesses the capability of other fire departments to provide required services.
Skill in managing an extensive ambulance or emergency medical service.
