Summary

You will serve as a FIRE PROTECTION INSPECTOR in the Fire and Emergency Services Department of NAVAL STATION ROTA.

Duties

  • You will prepare correspondence and inspection reports, maintain records, perform research, interpret codes, implement policy, testify at legal proceedings and create forms and job aids.
  • You will interpret all applicable regulations, policies, fire and life safety codes.
  • You will monitor new and existing structures and properties for construction, occupancy, fire protection and exposures.
  • You will issue fire permits, conduct fire permit inspections, investigate and resolve potential violations of laws, ordinances, codes and regulations.
  • You will respond as assigned to the site of hazardous materials incidents and fires to inspect the scene to determine the area/point of origin, source of ignition, material/s spilled and/or ignited, act or activity that brought the ignition source.
  • You will present public fire protection and life safety education programs to motivate the general public and tenant commands.
  • You will develop fire and life safety inspection programs for fire suppression personnel.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • The employee is required to work a 60-hour week, 9-hours each weekday with one overnight 24-hour shift. Subject to mandatory overtime and recall.

  • Employee is required to possess certification by the DoD Firefighter Certification System as Fire Instructor I, Fire Inspector I and II and HAZMAT Awareness.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Interpreting fire prevention instructions, regulations and procedures to manage all phases of the department's fire prevention program;
2) Developing public fire and life safety training programs; and
3) Conducting inspections.

PHYSICAL DEMANDS:
Position must possess the ability to lift and move heavy objects, such as charged fire hoses, fire extinguishers, equipment, and incapacitated persons. Climbs ladders and works at various heights. The work requires above average agility and dexterity. May deal with victims in emergency situations that may be in varying stages of fright, panic, injury, and shock. Position must possess the ability to move charged fire hoses, fire extinguishers and other equipment. Climbs ladders and works at various heights. During inspections and investigations the incumbent may be required to work in confined spaces with limited mobility, lighting or ventilation.

Position is required to respond to related emergencies to assist as required. Must successfully perform tasks and functions necessary for the protection of life and property and to support firefighters, auxiliary fire party personnel and others as assigned. Must be physically and mentally qualified to perform all firefighting and related hazardous duties of the position.

WORK ENVIRONMENT:
In conjunction with the performance of required training and operational duties, position may be exposed to out of control fires, HAZMAT spills, or possible explosions. May suffer from bums, dehydration, and other effects of heat; smoke inhalation, heavy protective clothing, falling materials, or explosions. Subject to physical injury and sensory damage from firefighting activities, exposure to HAZMAT and high noise levels. Position may be required to work outside in all types of weather conditions. Position may be exposed to out-of-control fires, HAZMAT spills, or possible explosions. May suffer from burns, dehydration, and other effects of heat; smoke inhalation, heavy protective clothing, falling materials, or explosions.
Subject to physical injury and sensory damage from firefighting activities, exposure to HAZMAT and high noise levels. May deal with victims in emergency situations that may be in varying stages of fright, panic, injury, and shock.
There may be hazards while operating or riding fire trucks at high speeds under adverse conditions. Position may work outside in all types of weather conditions. Ability to move charged fire hoses, fire extinguishers and other equipment. Must be able to wear protective clothing, such as firefighter ensembles weighing 50 - 60 pounds. Climbs ladders and works at various heights.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
