This announcement uses the Defense Industrial Base, major Range and Test Facilities Direct Hire Authority to Recruit and appoint Qualified Candidates to certain positions in the competitive service.

Duties

  • You will respond as a member of an emergency response company and perform assigned tasks during ambulance/rescue responses.
  • You will respond to on-site accidents and other emergencies involving injury and illness and may encounter situations that are life threatening.
  • You will conduct a complete examination of the patient to determine the nature, extent, and seriousness of their condition and search for medical alert symbols.
  • You will prioritize treatment for patients having multiple problems and employ a variety of established emergency medical/medicine techniques, methods, and equipment to intervene on the patient's behalf.
  • You will report in a clear/concise manner, orally or in writing, what injuries were identifies and what care was administered at the scene or in transit.
  • You will decontaminate vehicle and equipment as directed by protocols.
  • You will participate and instruct classes on Cardio Pulmonary Resuscitation (CPR) and other topic areas for Emergency Medical Technician.
  • You will provide medical service, fight fires and protect property and the environment.
  • You will perform thorough safety and maintenance inspections on emergency transport vehicles and inform management of any maintenance/repairs above your level of responsibility.
  • You will participate in daily training and instruction classes covering all phases of fire protection, fire prevention and emergency medical services.
  • You will act as the driver/operator of and emergency response pumper/ladder, brush fire fighting, ambulance, hazardous, material response or other rescue vehicle as required.

  • You will be required to obtain and maintain certification in accordance with the American Heart Association and Military Training Network: Basic Life Support for Healthcare Provider Instructor (CPR and AED Programs)
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must possess a valid Driver's license and be able to obtain and maintain a Government Emergency Vehicle Operators License within 90 days of employment .
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment and annual physical examination.
  • This position is considered Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Selectee must be able and willing to work varying and/or rotating shifts and the selectee must be willing to work a 72 hour work week or 24 hour on/off work schedule.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-08: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: serving as a Firefighter AND Paramedic providing emergency medical response and treatment (e.g., Cardiopulmonary Resuscitation (CPR); advanced life support (ALS); airway management, emergency childbirth), rescue operations (e.g., high and low angle rescue, trench confined space rescue, auto extrication) and transporting emergency personnel and patients safely to emergency room.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: serving as a Firefighter AND Paramedic performing and providing structural and wild land firefighting, emergency medical response and treatment (e.g., Cardiopulmonary Resuscitation (CPR); advanced life support (ALS); airway management, emergency childbirth), rescue operations (e.g., high and low angle rescue, trench confined space rescue, auto extrication), hazardous materials response and transporting emergency personnel and patients safely to emergency room.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). GS-08/09 : Possession of a valid State of California EMT certification or National Registry of Emergency Medical Technicians EMT certification is required prior to employment; however, the incumbent must obtain a valid California / Inland Counties Emergency Medical Agency (ICEMA) EMT accreditation within sixty (60) days of appointment.
Must possess the following certifications issued either by the DOD, the Pro-Board, or the International Fire Service Accreditation Congress (IFSAC):
(a) Firefighter I
(b) Firefighter II
(c) Hazardous Materials Awareness
(d) Hazardous Materials Operations
(e) Hazardous Materials Technician or Hazardous Materials MSCs Product Control & Mass Decon
(f) Driver/Operator Pumper
(g) Driver/Operator Aerial
(h) Fire Instructor I

2. Possession of a valid State of California Paramedic License or National Registry of Emergency Medical Technicians Paramedic certification is required prior to employment; however, the incumbent must obtain and maintain a valid California Paramedic License & Inland Counties Emergency Medical Agency (ICEMA) accreditation within sixty (60) days of appointment.

NOTE: FIREFIGHTER SPECIAL RETIREMENT COVERAGEMAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a Firefighter (Paramedic). This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preferenceeligible covered by title 5 U.S.C. 3307.Primary Position- The employee's primary duties must be performing work directly connected with the control andextinguishment of fires (CSRS and FERS).
