Qualifications
This position is a developmental GS-04 potential GS-06 position but will be filled at only the GS-04 level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-04). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

FOR GS-2151-04 GENERAL EXPERIENCE: Applicants must have one year of general experience at a level close to the work of this position. Typically, we would find this experience in work within this field that is closely related. To be creditable, the general experience must have been equivalent to the next lower grade level (GS-03), pay band or equivalent. General experience is described as progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills to perform the duties of this position.
OR EDUCATION SUBSTITUTION: Applicants must have successfully completed education 2-years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Skill in communicating factual and procedural information clearly, orally and in writing.
2. Ability to learn basic techniques of the Firefighting Equipment Dispatcher.
3. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
4. Ability to plan and organize work and consult effectively with co-workers.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
*Incumbent is required to meet all certification levels as outlined in National Fire Protection Agency (NFPA) 1061, "Standard for Qualifications for Public Safety Tele-Communicator", Public Safety Tele-Communicator I, Public Safety Tele-communicator II (Reference: NFPA 1061 Chapter 5 & 6), within one year of initial employment start date.
*Incumbent is required to meet Hazardous Materials Awareness certification as outlined in Occupational Safety and Health Administration (Reference: OSHA 191.120(q)(6)(i)), within one year of initial employment start date.
*Incumbent is required to meet Massachusetts State NG9-1-1 certification as outlined in state requirement guidelines, within one year of initial employment start date.
PHYSICAL EFFORT: Work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with
irregular breaks and mealtimes. The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. There are no special physical demands.
WORKING CONDITIONS: Work is typically performed in an office setting except for occasional visits to protected areas on the installation,
which involve ordinary risks and discomforts and require normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
