Summary

The incumbent serves as the installation's functional expert and advises the Commander on overall program effectiveness and its ability to meet andexceed the community's needs. In addition to servingthe Installation Commander, the incumbent serves as subject technical advisor to the Navy's forward deployed fleet assets that utilize NSA Souda Bay for support.

Duties

Planning, Programming and Organizational Management

  • Develops specific policies and procedures on a wide range of subjects to guide and manage programs. These include, but are not limited to: budgets, programs, marketing, accounting, staffing, training, procurement, and facility planning. Provides leadership for the Fleet Readiness N92 program; implements policies and directives from the Command and higher headquarters and adapts those policies to meet the needs of NSA Souda Bay. Develops operating criteria and techniques for stimulating and maintaining interest in all customer service activity areas. Advises the Commander on all matters of policy and planning for Fleet Readiness N92 programs.
  • Organizes and administers a comprehensive Fleet Readiness program.
  • The incumbent is responsible for all recreation, leisure, transient lodging and food and beverage programs. Develops and updates a MWR Master plan that addresses overall program scope to include three primary sub- functional program areas: Mission Sustaining Programs, Community Support Activities and Business Activities.
  • Plans for and budgets available appropriated (APF) and nonappropriated (NAF) funds to optimize revenue while reducing expenses. These resources affect staffing, capitalization of equipment and construction and renovation of facilities.
  • Develops and implements new and advanced business operations techniques and methods to achieve organizational goals as outlined in the governing CNIC business plan.
  • Coordinates with Commander, Navy Region Europe, Africa and Southwest Asia (EURAFSW A) N9 program managers to facilitate support services, resourcing, ( e.g., POM, budget, allocation and distribution), oversight, inspections, auditsand coordinating data calls from higher authority.
  • Exercises overall supervision and responsibility for approximately I00 personnel (appropriated and non-appropriated funded U.S. and Greek civilians as well as contractor staff) and facilities.

Supervisory Responsibilities
  • As Fleet Readiness N92 Director, directly and indirectly oversees the administration of a civilian work force of approximately I00 employees comprised of 3 systems (GS, NAF, and Contractors). Directly supervises 7 senior management personnel at or equivalent to the Supervisory NF-4 and NF-3 levels, responsible in as many functional areas within the Fleet Readiness N92 Program. Authority is delegated to direct reports, holding them accountable for performance of their respective organizational units. Each subordinate division is expected to work independently to develop plans and devise the means to accomplish programmatic functions at the installation level. Ensures Navy directed training programs are completed and develops a culture of learning and growth for the work force through training and development initiatives.
  • Manages manpower assigned to the organization; responsible for using the work force effectively,appropriately structuring the organization, resolving grievances and complaints referred from subordinate supervisors, initiating recruitment of and selecting personnel, conducting performance evaluations, reassignments, promotions, discipline, and on-the- job training of personnel. Works within the framework of applicable Navy, federal and Greek government personnel rules and regulations.
  • Employs aggressive EEO/ Affirmative action initiatives to meet departmental, installation, region and Navy EEO objectives. The incumbent actively carries out and communicates strong support of the command EEO program including: Affirmative Employment Plan, Federal Equal Opportunity Recruitment, Disabled Veteran, Handicap Program and all EEO committee assignments of employees. Will determine staffing requirements and direct actions to assure minorities and women are included in the pool from which selections are made. Will actively support EEO philosophies through actions taken and attitude evidenced regarding the selection, assignment, advancement, training, discipline, and special recognition of employees. Through professional management and effective supervision, institutes management practices relative to Equal Employment and upward mobility, which will stabilize employee retention and improve employee morale.

Resource Management and Procurement
  • Responsible for preparing and updating a comprehensive out year budget of approximately $10 million appropriated and non-appropriated funding plans for all Fleet Readiness N92 activities and facilities.
  • Responsible for identifying and updating facilities improvement programs (non-appropriated and appropriated funds) and associate budgets.
  • Monitors and reviews obligations, expenditures, reimbursable orders, funding requests, etc, through review of financial records, continuing dialogue with program managers, and review of written documents. Advises the Commanding Officer on the status and availability of funds.

  • Incumbent must be able to obtain and maintain a Secret Security Clearance.
  • Incumbent is required to file OGE Form 450, Statement of Affiliation and Financial Intent pursuantto SECNAVINST 5370.2 series.

Qualifications

  • Considerable knowledge of recreation and club operations, athletic programs, fleet support, entertainment and social functions, protocol, food preparation, food and beverage control.
  • Developed organizational and planning skills sufficient to develop and promote programs that will stimulate and sustain the interest of patrons.
  • Keen ability to apply principles, methods and techniques of systems management.
  • Advance knowledge of and ability to conduct/direct analysis and research efforts.
  • Detailed knowledge of and ability to develop comprehensive and integrated strategic and capitalization plans.
  • Thorough knowledge and demonstrated experience in Federal financial source management including appropriated and non- appropriated funds. Expertise in financial management must include budgeting, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance tracking and facility management.
  • Ability to utilize analysis in developing information to formulate decisions for complex management actions.
  • Ability to utilize complex information to base decisions that betters the program and community.
  • Knowledge and background of military recreation and quality of life initiatives to retain or experiment with new theories and applications which are - responsive to a rapidly changing operating/ social environment.
  • Sufficient leadership skills to develop and maintain a large workforce into a cohesive group committed to quality program and product delivery to customers. This application of knowledge is essential to unit cohesion and military readiness.
  • Ability to direct solutions to complex short and long-term problems, applying logic and economic factors.
  • Knowledge of variety of financial, program, administration, EEO, procurement, personnel, and other laws, regulations, and policies used by the Navy and other U.S. government agencies.
  • Ability to communicate effectively orally and in writing with senior leadership, peers, staff and customers.
