Summary

The primary purpose of this position is to serve Pacific Air Force Flight Management Specialist, the focal point of the Integrated Flight Management process flight planning, coordinating, managing, flight following and execution of unconventional and complex Special Airlift Missions, Special Assignment Airlift Missions, and Tanker Air Refueling in support of United States Transportation Command, United States Indo-Pacific Command, and HHQ Air Tasking Order (ATO)-validated mission requirements.

Duties

Plan, produce, file with Federal Aviation Administration (FAA)/Air Traffic Control (ATC) and transmit electronic flight planning products necessary to execute air mobility mission supporting various agencies, typically characterized as unpredictable and unconventional.

Analyze and evaluate the technical aspects of the different aircraft and flight characteristics to integrate with specific enroute requirements of any sovereign nations transited.

Relay information and coordinate with numerous necessary agencies to initiate and implement required changes, coordinating with and updating senior personnel, as necessary.

Conduct necessary coordination to re-plan and/or recut missions in response to delays, changes, cancellations, or redirection from higher command authority.

Anticipate requirements for quickly evolving crises, working with additional PACAF organizations or other agencies to ensure timely execution when necessary.

  • Familiarization with C-17/C-130/KC-135/C-40 and C-37 aircraft capabilities, performance, configuration, limitations, etc. is highly desirable.
  • Current or recent rated (pilot, navigator) operations experience is highly desirable.
  • Minimum 5 years of aircraft dispatching or 10 years of Pacific Theater operations experience desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 2101 series and Group Standard forAdministrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Flight Management Specialist. Specialized experience is experience which may have been gained while assisting in planning, coordinating, managing, and analyzing an array of air transportation information and planning factors to ensure the seamless execution of unconventional and complex airlift missions, evacuations and air refueling across a wide variety of environments which include variances in weather, terrain and operating restrictions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of mission execution and the daily challenges of managing operations, policies, practices, and procedures and air transportation directives, plans, regulations, techniques, systems, and processes.

2. Knowledge of various factors involved in total flight planning, such as the enroute mobility system, locations, capabilities, restrictions, and unique limitations; aircrew flying limitations and crew rest requirements; and aircraft systems, performance capabilities, and limitations.

3. Knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work.

4. Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, enroute supplements, i.e. runway length, load bearing capability, type of fuel available, etc.

5. Knowledge of major weapon system instructions and regulations, Flight Information Publications (FLIP) documents, Foreign Clearances Guide (or equivalent), worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues.

6. Skill and ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a shift work position:
During contingency operations and, as required by the supervisor, incumbent may be required to work extended hours. Workload frequently requires weekend and holiday hours. Position may require incumbent to be on-call to support worldwide operations and short-notice, high priority missions.

Successful completion of recurring proficiency training within established timelines as required by the FAA, USAF, and local policy is mandatory. Evaluations may be written, verbal, or operational demonstrations in live or simulated flight manager environments.

The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
