- Disclosure on the assigned international program(s) is accomplished in accordance with National Disclosure Policy (NOP- I), the International Traffic in Arms Regulations (ITAR), Agency Delegation of Disclosure Authority Letters (DDLs), DoD, Agency, and ACC regulations, and guidance from the Chief of the Foreign Disclosure Policy Office.
- This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series 0130.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

EXPERIENCE: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of applicable AFIs, DOD Directives, and related Agency policies, procedures, and goals; Knowledge of the wide range of concepts, principles, policies, and practices of the records management to analyze, interpret and apply complex laws, regulations and directives as it relates to National Foreign Disclosure Program; Ability to research, analyze and collate a wide variety of finished products in order that responses are accurate, operationally sound, and within US policy guidelines; Familiar with the products and operations of other agencies within the intelligence community, international treaty organizations, the responsibilities and tasks of DoD and the Services, as well as the Unified Commands; Aptitude for current political situations, perceptive judgments on anticipated developments, and the ability to take positive action under conditions which do not permit the more leisurely processes of coordination approval; Ability to communicate ideas both in writing and verbally, adjusting presentation to the level necessary, using discretion and diplomacy as the incumbent interacts with a diversity of individuals with special interests and concerns; Ability to analyze and resolve complex problems and issues where laws and regulations must be interpreted and applied; Ability to make informed recommendations and arrive at educated conclusions; Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; Knowledge of a broad range of security program relationships, and expertise in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of AFI 16-201 and International Traffic in Arms (ITAR) principles and how they are applied to issues relating to Foreign Military Sales (FMS), Partner Support Complex (PSC), International Cooperative Programs (ICP), and Direct Commercial Sales (DCS) exports of defense equipment, technology, information, and services.
- Knowledge of a wide range of international affairs concepts, physical security requirements, and US foreign policy principles and practices, to include foreign military sales, technology transfer, and international cooperative programs.
- Knowledge of general Agency and specific foreign disclosure operations, politico-military affairs, as well as information and industrial security processes for classified material handling and general management practices.
- Ability to analyze problems, identify significant factors, gather, and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions.
- Knowledge and skill in developing, analyzing, and evaluating industrial and personnel security programs to meet mission requirements and improve the security program for the unit.
- Ability to communicate orally and in writing, clearly, concisely, and accurately and to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
