Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

At the full performance level (GS-07) the major duties of this position include, but are not limited to the following:

  • OFFICE SERVICES: Provide accurate administrative information for park operations. Coordinate with staff, attend meetings, and schedule events as needed.
  • TECHNOLOGY ACUMEN: Use computers and software for data collection, analysis, and reporting in line with industry standards.
  • PAYROLL MANAGEMENT: Act as primary timekeeper, verify attendance reports, maintain Quicktime records, handle pay and leave inquiries, and resolve payroll issues.
  • PURCHASING: Act as the primary purchaser for park operations. Coordinate and track orders, deliveries. Ensure purchases are within regulations.
  • HOUSING MANAGEMENT: Assist with housing logistics and coordination. Track transient housing requests, coordinate logistics, prepare billing, resolve transaction issues, research and optimize placement of transient travels in temporary housing.
Duties will be developmental in nature when filled below the full performance level.

Everglades and Dry Tortugas National Parks are located in South Florida and are managed under a unified leadership structure. This position provides administrative support to the Dry Tortugas field operations team and works directly for the Chief of Park Operations. Incumbent works from offices at the Nancy Foster Florida Keys Environmental Complex in Key West, FL. Occasional travel by motor vessel, ferry and/or seaplane to the Dry Tortugas is required. Incumbent will also travel occasionally to park headquarters located in Homestead, FL. While on travel to the park, incumbent stays in park housing located on Garden Key.

  • As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

All qualifications must be met by the closing date of this announcement -09/03/2026- unless otherwise stated in this vacancy announcement

To receive credit for experience, your resume MUST state either 40 hours a week or Part-Time with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST state:

  1. the nature of the duties and responsibilities for each position;
  2. starting and ending dates of employment (month/year); and
  3. total hours worked (as indicated above).
  4. If position was developmental in nature, resume must breakdown duties and start/end dates per grade level.

This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. If you do not provide evidence that you possess the following selective factor(s), you will be rated not qualified.

  • Type a minimum of 40 words per minute (based on a 5-minute sample with 3 or less errors)

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

To qualify for this position at the GS-06 grade level: your resume must show at least one (1) year of specialized work experience equivalent to the GS-05 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience may include:

  • Assisting in management of housing
  • Using various word processing and spreadsheet software
  • Assisting with procurement of services and supplies
  • Assisting with the preparation/reviewing of travel vouchers
  • Serving as a timekeeper using an automated system.

No substitution for education at this grade level.

To qualify for this position at the GS-07 grade level: your resume must show at least one (1) year of specialized experience equivalent to the GS-06 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience may include:

  • Providing a wide variety of administrative support services to enable efficient operation of a business or program office
  • Coordinating housing placements and preparing housing payments and billing
  • Preparing and following up on purchase orders and contracts
  • Administering payroll and workers compensation
  • Preparing human resource employment paperwork and orienting new employees.

No substitution for education at this grade level.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position does not allow substituting education for experience.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions.

Dry Tortugas National Park is located 68 miles away from Key West, surrounded by open water along the Florida Straits. There are no major services available on island. The park is 101 square miles, mostly open ocean, with a subtropical coral reef system. Seven small islands support nesting seabirds, including sooty terns, brown noddys, frigatebirds, and masked boobies, and hundreds of loggerhead and green sea turtle nests each year. Most notably Garden Key is home to the impressive Fort Jefferson.
