Summary

You will serve as a FUL - Carpenter in the National Park Service.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition at management's discretion.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. Citizens and Nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

Some of the major duties you will perform include but are not limited to the following:

Perform journey-level carpentry to build, modify, and repair wooden and composite structures such as buildings, cabins, docks, boardwalks, bridges, floors, decks, fences, signs, partitions, and trim.
Plan and execute projects from layout to finish, ensuring precise fit, structural integrity, and quality appearance.
Construct and repair frames, rafters, forms, walls, stairs, doors, windows, cabinetry, and other interior/exterior components.
Operate woodworking machines, use advanced joinery techniques, and work with wood, metal, and composite materials for partitions, floors, ceilings, counters, and moldings.
Read and interpret blueprints to determine layout, materials, and work sequences.
Work with historic carpentry, and take appropriate measures to preserve features that define the structure's historic character.

You must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
You must be at least 18 years of age or older to operate government vehicles.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

I have the ability to perform the full range of carpentry work. I have the ability to construct, alter, install, repair and modify structures and units such as framework, rafters, concrete forms, walls, doors, finished paneling, window frames, interior and exterior trims, beams, miscellaneous items, such as workbenches, bookcases, equipment cabinets, and computer consoles for structural soundness and appearance. I use shop mathematics and by reading and interpreting blueprints, sketches, and building codes. I can perform preservation and restoration carpentry which includes estimating materials and improvising with materials and supplies, using knowledge of wood and wood substitute materials and construction techniques. I work on my own initiative under general supervision subject to occasional inspection.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: Philadelphia, Montgomery, Bucks, Delaware, Berks, Lancaster, Lehigh, Northampton, and Chester in Pennsylvania; Camden, Burlington, Gloucester, Salem, Cumberland, and Mercer in New Jersey; New Castle in Delaware; and Cecil in Maryland. Term positions do not convey permanent status in the Federal service. Physical Demands: Duties require the incumbent to sit, stand, stoop, bend, kneel, climb, crawl, work in uncomfortable positions, and possibly walk over rough, uneven terrain. The incumbent may be required to wear protective clothing, gloves, face shields, and/or a respirator that may be uncomfortable; and the incumbent is expected to work from ladders, scaffolds, rooftops, and/or elevated platforms. The incumbent is expected to be able to lift up to 50 pounds unassisted and may be expected to lift and/or carry items exceeding 50 pounds in weight.

Working Conditions: Work is typically performed in both indoor workshops and outdoor work sites. Work outside may be subject to extreme weather conditions, with wind, rain, snow, and ice, in temperatures ranging from below 0 to over 100 degrees. Depending on the geography of the park unit assigned, work may take place at elevations ranging from sea level up to 10,000 feet. The incumbent is exposed to sawdust, noise, fumes, vibration, cuts, and abrasions from the use of tools and equipment, and may occasionally be exposed to hazardous materials that can cause skin, eye, and respiratory irritation and burns, as well as microbiological organisms and potentially hazardous wildlife. The incumbent is expected to wear personnel protective equipment as required and comply with all safety and occupational health requirements.
