Summary

The purpose of this position is to perform a variety of assignments at an advanced developmental level designed to increase the skill and knowledge required to perform analytical and operational work in support of the Safety and Occupational Health Program.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

The major duties of the Safety and Operational Specialist position include, but are not limited to, the following:

  • Conduct recurring safety/health inspections of facilities and work centers; prepare reports with compliance requirements and abatement recommendations.
  • Participate on inspection teams; apply practical hazard-identification techniques; review prior inspection records and observe closing sessions with management.
  • Provide informal safety instruction/orientation; communicate observed hazards to promote safety awareness and compliance.
  • Develop knowledge of OSHA/NFPA/EPA and NPS policies; learn inspection techniques and mishap investigation basics under close supervision.
  • Support documentation and data entry for inspections; coordinate with the Safety Manager on findings and abatement tracking.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-7 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience demonstrating practical knowledge of safety and occupational health principles, inspection methods, and standards sufficient to perform developmental tasks and recurring assignments in support of a safety program (e.g., participate on inspection teams, identify basic hazards, assist with inspection reports/abatement recommendations, and provide informal safety instruction) . You must include hours per week worked.

EDUCATION: Successful completion of at least 1 full year of graduate level education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health or another directly related field. Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. . You must include transcripts.

Superior Academic Achievement (SAA) - You must meet at least one of these criterium: (1) Class Standing - upper third of graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; (2) Grade-point Average - I have a 3.0 or higher out of a possible 4.0 as recorded on my official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or I have a 3.5 or higher based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of curriculum; (3) Election to membership in a national scholastic honor society - must be recognized by the Association of College Honor Societies.

Successful completion of a combination of education and experience as described above. To combine education and experience they must total to 100% when combined. Calculate your education and experience percentages by determining what percentage of the required amounts you possess. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, 3 months of experience would be 25% of the required 12 months. 27 semester hours of graduate education out of the 36 required, would meet 50% of the 18 semester hours beyond what's required of the GS-07 grade level. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: within 70 miles of Manassas National Battlefield Park (MANA) located in Manassas, Virginia. Residency will be verified during the hiring process.

Physical Demands: A significant amount of work is performed in an office environment. However, performance of inspections and investigations of mishaps requires frequent physical exertion such as frequent walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, climbing ladders, working on roofs, crawling under buildings and in attics, etc. There may be need for the incumbent to lift and carry moderately heavy objects. The use of personal protective equipment (hard hat, steel toed boots, gloves, eye goggles, and respirators) may be required due to exposure to hazardous occupational environments.

Working Conditions: Although most work is performed in an office, on-site inspections involve exposure to hazardous chemicals, moving equipment, heights, closed spaces, high noise levels, temperature extremes, fumes and smoke. A fair degree of potential risk is involved. The incumbent is required to wear protective clothing/equipment at times.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
