Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

Assists in conducting censuses and surveys.
Makes routine and recurring field observations of natural resource conditions.
Following instructions and standardized procedures collects data on condition of forage, range, or streams. Records all data collected and provides findings to supervisor or a higher-graded staff.
Assists in carrying out field activities in support of such programs as the control of non-native and invasive plant species and enhancement of native plant populations. Such activities may include inventory and assessment and application of herbicides.
Assists in the preparation of reports, plans, and guidelines.
Enters and retrieves data from Geographic Information System (GIS) and/or other information management systems.

Tallgrass Prairie National Preserve
Tallgrass Prairie National Preserve is located in Strong City, Chase County in east-central Kansas. Comprised of 10,894 acres, the preserve showcases an outstanding example of the tallgrass prairie ecosystem and historic structures and features of the former Spring Hill Ranch. The preserve is managed by both the National Park Service and The Nature Conservancy as a unit of the national park system.

Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications

All qualifications must be met by the closing date of this announcement-04/24/2026-unless otherwise stated in this vacancy announcement.

To qualify for this position at the GS-04 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:

EXPERIENCE: Have six (6) months general experience and six (6) months of specialized experience for a total of one year of experience. General Experience is (1) Any type of work that demonstrates your ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized Experience is experience which demonstrates that you have the knowledge, skills, and abilities to perform the duties of this position. Examples of qualifying specialized experience include assisting in conducting biological field studies and surveys and assembling the information. Follow standardized procedures to collect data on condition of resources. Use statistical methods and procedures to perform routine testing of field data collected. Assist in vegetation and soils mapping. Develop improved methods of controlling weeds and/or plant/wildlife/aquatic diseases or other related work etc. (I understand that excess specialized experience can substitute for general experience; but excess general experience cannot be substituted for required specialized experience). You must include start/end dates and hours worked per week.

EDUCATION: Have successfully completed two years of education above high school in an accredited educational institution (60 semester hour or 90 quarter hours) which included at least 12 semester hours of scientific or technical courses, such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture or mathematics. At least six (6) semester hours are directly related to the position such as botany, forest ecology, silviculture, plant ecology, wildlife biology, zoology, ornithology etc. You must include transcripts.
IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. COMBINATION: Have a combination of specialized experience as described above and education as described above which total 100 percent. For example, I have six (6) months of specialized experience (50% of the experience requirements for this position and grade level) combined with one year of education as outlined above (50% of the education required to qualify), which included at least six (6) semester hours of scientific or technical courses, such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least three (3) semester hours of courses must be directly related to this position. Examples of directly related courses are biology, botany, ecology, environmental science or natural resource management. You MUST submit a copy of your transcripts. You mut include start/end dates and hours worked per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: Field Unit Local Hiring for Strong City, KS defined as 75 miles from the Tallgrass Prairie National Preserve located at 2480B KS Hwy 177 Strong City, KS 66869. Residency will be verified during the hiring process.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. Physical Demands: The work requires physical exertion such as regular and recurring walking, hiking, or climbing over wet, rough, uneven, or rocky surfaces; bending; crouching, stooping, lifting or reaching to observe, collect, or record field data. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis.

Working Conditions: The work is performed in an office and in the field. Field work involves regular and recurring exposure to extreme weather conditions and terrain, poisonous plants, biting insects, and wild animals.
