Summary

This position is located in the Office of Cuba Broadcasting, Edward R. Murrow Transmitting Station in Greenville, North Carolina. The Facilities Maintenance Specialist position is responsible for providing day-to-day direction, technical guidance, and oversight in all facets of the Station's physical plant and associated buildings and grounds elements. These include: the operation and maintenance of power generators; buildings and ground and other systems 24/365.

Duties

As a Facilities Management Specialist, you will be responsible for duties to include, but are not limited to:

  • Responsible for the operation, preventive and corrective maintenance of various station utility systems, i.e., water, sewer, drainage heating, cooling and lighting. The repair of domestic and industrial appliances (and devices) is carried out under the purview of the incumbent.
  • Developing and implementing a preventive maintenance program to maximize operating efficiency and provide optimum equipment availability and reliability for all generators, antenna/RF transmission systems, and vehicles.
  • Ensure that all power generating equipment is operated in accordance with applicable electrical power contracts, program and operating procedures, Agency and Station instructions, and national/state standards.
  • Responsible for the operation, maintenance and management of the station's mixed vehicle fleet. Vehicle sizes range from passenger sedans to large utility-type rigging trucks. The Buildings and Grounds equipment ranges from small riding lawnmowers to large farm tractors, various pieces of construction equipment, i.e., rigging trucks, and welders, etc.
  • Proposes Maintenance and Repair (M&R) projects to ensure that the station will maintain uninterrupted long-term operation. Also ensures that procedures are in place for the implementation of M&R projects to ensure that project deliverables are introduced into the station at the proper time and with minimal disruption.
  • Maintains station Building Management System (BMS) encompassing software and controllers to maintain station environmental controls and life safety systems.
  • Plans, performs or directs the work involved in the installation, major and minor repair, disassembly, maintenance, inspection, diagnosis, and operational testing for necessity or adequacy of repairs of all mechanical and electrical systems and equipment on station as follows:(1) Multi-zoned summer (refrigerant) air-conditioning systems ranging in size up to 100 tons, with cooling coils, cooling towers, circulating pumps, dampers, fans, and automatic electric-pneumatic control system, duct work, condensers, etc.(2) Fan rooms, radiators and circulation pumps associated with transmitter cooling systems.(3) Winter air-conditioning and heating systems, including oil-fired hot water heating boilers with related heating coils, unit heaters, circulating pumps, etc.(4) Air compressors and air dryers to supply Johnson pneumatic controllers and other systems.(5) Low voltage electrical distribution systems to include three phase 240 and 120 power systems, motor control panels, motors, heat exchangers, and lighting and utility panels and distribution circuits
  • Prepares routine reports including Monthly, Quarterly and Annual statistical reports, budget estimates, annual, quarterly and monthly financial plan reviews, etc.
  • Prepares periodic progress reports on approved major projects, establishes operating and maintenance procedures, drafts plan station and other communications as required.
  • Maintains station utility usage and power statistics and projections through the use of station power monitoring devices and associated software programs, hourly power costs provided by the electrical utility company, and generator/utility cost ratios to ensure most cost-efficient methodologies are employed.
  • Responsible for the development of budget projections to ensure necessary funds are allocated for facilities operations. Provides guidance in administering the allotted budget in accordance with an established financial plan and facilities' requirements.
  • Prepares Statements of Work, task orders, requisitions, and other procurement instruments for parts, supplies, and services required for sustained facilities and support services requirements.
  • Serves as the Contracting Office Representative (COR) responsible for overseeing and assessing the work of contractors performing field and yard mowing; transmission line and pole maintenance; antenna structure maintenance and repair, generator service; janitorial; and other contracted facilities support activities.
  • Serves as the Station's liaison to the NC State Department of Environmental Quality (NCDEQ) for all station reporting and matters associated with the station generator operation, testing, and monitoring requirements.
  • Performs regular generator function tests to assess air quality standards, logs parameters, and reports all anomalies to the NCDEQ authorities.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-09 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized Experience is described as the following:
  • Ability to research and support the team projects, including planning, organizing, and balancing schedules to provide oversight to the maintenance and/or repairs and facilities.
  • Skill identifying maintenance problems and using investigating issues to develop fiscally responsible solutions to routine safety problems.
  • Experience supporting contract officer representatives or providing oversight to projects completed by vendors or contractors and knowledge of and experience using Footprints, and Facility Management (FM) Systems.

EDUCATION:
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
