Summary

This position is for a Facilities Operations Specialist (TEMP) (TITLE 5), PD T5211000and is part of the UTC located in Camp Williams, UT, with the Utah National Guard.

Priority will be given to all current, onboard employees of the UTNG.

The selecting supervisor for this vacancy is Mr. Darwin L. Craig.

This is a Title 5 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTNG. This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.

Duties

Major Duties: This is not an all-inclusive list

As a Facilities Operations Specialist (TEMP) (TITLE 5), GS-1640-11, you will:

  • Receives verifies and coordinates approval of all initial ARNG requests for construction and maintenance/repair projects.
  • Provides technical guidance in development of program documents and informational data to support the total construction program, which includes the development of program scope documents.
  • Develops planning documents to determine general characteristics of projects by applying technical criteria outlined in related National Guard Bureau (NGB) publications and regulations.
  • Ensures that work orders are prepared, and priorities determined to track planning and progress through to project completion.
  • Provides guidance on the development of facilities operations and maintenance methods, standards and techniques.
  • Recommends and implements preventive maintenance procedures to ensure life expectancy of operational facilities.
  • Prepares initial plans and specifications for alterations/repairs.
  • Reviews historical maintenance data and writes reports to explain technical difficulties in maintaining facilities, and recommends useable solutions.
  • Implements the Army Energy Program, Energy Savings, and Energy Conservation Investment Program.
  • Oversees the preparation and monthly submittal of installation utility data to the Defense Energy Information System Program.
  • Identifies possible energy conservation measures and promotes utilization of the Energy Conservation Savings Program (ECSP) and Energy Conservation Program (ECP). Keeps abreast of energy suppliers' policies, and state and federal regulations.
  • Coordinates fire prevention and protection activities and identify security and fire safety equipment requirements.
  • Monitors the intrusion detection system and advises facility managers on security methods and standards.
  • Coordinates with military, federal, state and local government agencies on matters concerning fire prevention, protection and suppression.
  • Also coordinates major facility maintenance and construction projects, with the Safety and Occupational Health Office to ensure all safety factors are considered.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Coordinates plans and schedules with other organization managers and customers as appropriate.
  • Identifies need for changes in priorities and takes action to implement such changes.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
  • Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
  • Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues.
  • Structures assignments to create effective and economical positions.
  • Coordinates with other organization managers and customers as appropriate.
  • Reviews organization mission, functions, and manning.
  • Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives.
  • Performs other duties as assigned.

  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

MINIMUM REQUIREMENTS:
Have experience that provided a knowledge of the characteristics, uses, and properties of equipment. This experience may have been gained in trades or crafts, engineering technician, production control, inspection, or other work related to the specialization of the position to be filled.

SPECIALIZED EXPERIENCE:
Have at least 1-year equivalent to at least GS-1640-9? (Must provide SF 50 to validate response)
OR Experience which demonstrates:

  • Broad, comprehensive knowledge of duties concerned with concepts and management of facility administration in the planning, design, and construction of major structures and facilities with expertise in space utilization, building environmental systems, fire and security systems, masonry and reinforced concrete construction, roofing systems, energy management, and pavement construction and ability to determine deficiencies and prepare packages for unusual or new construction and repair.
  • Extensive practical knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices involved in the planning, design, construction or renovation of ARNG and ANG structures and buildings pertinent to facility management. This includes all methods of executing projects, with the ability to evaluate, adapt or modify property facilities, utility systems, buildings, and equipment to include alternatives such as design-build and construction manager at risk.
  • Knowledge of applicable national, state, local and NGB codes and regulations relating to design, construction, and contracting. Familiarity with Federal Acquisition Regulations (FAR) as they apply to selection of architectural services.
  • Knowledge and ability to prepare work packages that include drawings of existing areas, changes required, and detailed descriptions of the work and equipment involved.
  • Knowledge of advanced human relations and conflict resolution techniques.
