The Selective Placement Factor (SPF) for this position is: In order to be considered for this position you must possess Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level III certification; or have the requisite experience to obtain and maintain certification. You qualify for the
GS-11 grade level if you possess
one of the following:
- One year of specialized experience equivalent to the GS-09 grade level in the federal service providing project management services for construction or facilities maintenance or renovation projects OR
- Successful completion of a Ph.D. or an equivalent doctoral degree from an accredited college or university that is directly related to the work of the position, OR
- Successful completion of three full years of higher-level graduate education leading to a Ph. D from an accredited college or university that is directly related to the work of the position, OR
- Successful completion of an LL.M., from an accredited college or university that is directly related to the work of the position, OR
- An equivalent combination of specialized experience and graduate level education. (Only graduate in excess of first 36 semester hours may be combined with the specialized experience).
MUST provide a copy of transcripts.
You qualify for the
GS-12 grade level if you possess at least one year of specialized experience equivalent to the GS-11 grade level in the federal service providing project management services for significant construction and renovation projects such as planning, scoping, developing, engineering, designing, constructing, directing, analyzing, and evaluating.

This position may be filled at the GS-11 or GS-12 level. If selection is made at the GS-11 level, promotion to the GS-12 level may occur without further competition.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
