Duties
Serving as a Facilities Project Manager GS-1601-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Charleston Administration Division under the Mission and Readiness Support Directorate located in Charleston, South Carolina.
The primary purpose of this position is to provide project management services for construction and renovation projects. The position is key in the development, monitoring and coordination of construction projects at the Charleston Training Delivery Point (TDP) and the Naval Weapons Station. The position ensures standardization is maintained between Glynco FMD and CHA as it relates to policies, processes, procedures, and communications.
Typical duties include:
- Responsible for planning, scoping, designing, constructing, analysis and evaluation of construction projects of varying scope and complexity from inception to completion project management life cycle
- Ensuring priority for preventative maintenance efforts are directed toward those facilities deemed most critical to training operations
- Assuring the overall planning, execution, management, control and coordination of assigned projects
- Managing planning, cost estimating, designing, engineering, construction and environmental restoration for construction and renovation projects of varying scope and complexity
- Reviewing proposed waivers and deviations to projects taking decisive action, when required.

- This position is Emergency Essential and required to sustain FLETC’s operations under all conditions in the event of a localized emergency to ensure FLETC Continuity of Operations for Mission Essential Functions.

This position has a Selective Placement Factor (SPF). If your resume doesn't demonstrate possession of the SPF, you will be rated ineligible. Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as planning, scoping, designing, constructing, analysis and evaluation of construction projects of varying scope and complexity from inception to completion project management life cycle; ensuring preventative maintenance efforts are directed toward those facilities deemed most critical to training operations; assuring the overall planning, execution, management, control and coordination of assigned projects; planning, cost estimating, designing, engineering, construction and environmental restoration for construction and renovation projects of varying scope and complexity; and reviewing proposed waivers and deviations to projects taking decisive action, when required.

Background Investigation: To ensure the accomplishment of our mission, the FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret as a condition of placement in this Non-Critical Sensitive position. Physical Demands: In addition to the work performed in the office, position regularly visits construction sites, involving prolonged standing while monitoring construction operations. Such visits require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.
