Summary

This position is in the Facilities Operations Team of the Support Services Division (SSD) at the Department of Veterans Affairs Regional Office, Montgomery, Alabama. The incumbent is responsible to the Administrative Officer. The incumbent assists in the management of the Regional Office building, Files Administration building, parking lots and grounds.

Duties

  • Perform in-house repairs on areas that include but not limited to all aspects of electrical, plumbing, and carpentry.
  • Formulate policy, establishment of procedures and development of controls to ensure these assets are protected and available.
  • Analyze facility operations to identify inefficiencies and areas/services at risk to unexpected interruption due to operational vulnerabilities.
  • Research building related problems, develop plans for, solutions, and to coordinate with a variety of staff sections and personnel to implements these solutions.
  • Analyze and assess the emergency, contacting appropriate contract or vendor personnel for emergency service, overseeing any work performed, and notifying management of any potential or actual after-hours damage to the facility or of any problems.
  • Practice appropriate inter-personal communication presenting recommendations and negotiating solutions to disputed recommendations.
  • Monitor Life Safety Code, National Electrical Code, National Elevator Codes, and VA regulations and directives relating to safety issues to ensure continuous compliance.
  • Apply principles and concepts to all types and complexity of equipment operation, control, and repair difficulties.
  • Develop creative and unique solutions to facility related emergency issues.

Individual Occupational Requirements
Education:
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
- OR -
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Specialized Experience:
GS-10: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal, state, local, private or other service that has equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Providing or performing a variety of functions and services applicable to the position to be filled;
(2) Planning, organizing, and controlling work involving diverse activities; (3) Gaining cooperation and coordinating the work of others; and (4) skilled in oral and written communications.

Applicants may substitute Graduate Education to qualify for grade GS-10. Applicants may substitute education for experience with two and a half years (45 semester hours or 68 quarter hours) of progressively higher level graduate education leading to Ph.D. or equivalent doctoral degree (such as an LL.M.). This graduate education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-10. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-10. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of two and a half years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 41 semester hours of graduate level education (i.e., 55% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 105% and thus be qualified for the position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available.

Physical Requirements: The work includes frequent walking, standing, stooping, bending, crouching or crawling in confined spaces, and lifting of heavy objects. Some physical effort may be necessary on the job, requiring the ability to climb steep ladders or stairs, and the ability to enter confined spaces such as equipment closets, air handlers, or crawl spaces.

Promotion Potential: The full performance level of this position is grade GS-10.
