Summary

This position is a Facility Operations Specialist, GS-1640-11/12, working for the R6-Facilities Management Branch.

Duties

As a Facility Operations Specialist your duties will include but are not limited to the following:

  • Develops a comprehensive facility condition assessment program to identify maintenance and construction needs in accordance with U.S. Fish and Wildlife Service policy and industry standards.
  • Assists field stations with proper collection and review of accurate Real Property Inventory Data and determining repair or replacement costs. Coordinates and assists field stations and Engineering Branch preparing project closeout accounting documentation for new and/or newly identified assets and recommending the disposal of excess or unnecessary property.
  • Serves as a Contracting Officers Representative (COR) for projects executed at the field station level and require contracting action.
  • Assists in the development of the annual 5-Year Plan to include ranking and prioritizing deferred maintenance requirements for all Real Property in the Region. Creates and releases deferred maintenance work orders and creates or decommissions assets after project closeout.
  • Assists the Infrastructure Management Facilities Chief and Refuge Supervisors in documenting and reporting achievements related to deferred maintenance, transportation, and construction projects for the budget justification and current year allocation.

Qualifications

Only experience and education obtained by 01/02/2025 will be considered.

In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.

Minimum Qualification GS-11:
A. One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Specialized experience may include: 1) Implementing a facility maintenance program involving limited technical issues, such as planning the operation of a facility without elevators or escalators; 2) Inspecting facilities to evaluate use patterns and identify maintenance or restoration requirements; and 3) Assisting with cost requirements for the operation and maintenance of the facility.
B. Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree with major study in one of the following fields: engineering, industrial arts, property management, or business administration.
C. A combination of experience and graduate education as described in A and B above which, when combined, is equivalent to 100% of the qualification requirement.

The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. NOTE: You must submit copies of all transcripts that include hours and grades from an accredited U.S. college/university and your resume must contain sufficient detail, (e.g., begin/end dates, hours worked per week, duties performed, etc.) for each timeframe for consideration.

Minimum Qualifications GS-12:
One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Specialized experience may include: 1) Identifying facility conditions or maintenance deficiencies for entry into appropriate facility condition tracking database; 2) Extracting information from computer databases regarding facility condition to develop detailed reports showing needed corrective action(s) for higher-level review/action; 3) Assisting in the development of cost estimates for labor and materials for a variety of construction and maintenance projects; and 4) Tracking of real property assets for an organization using an integrated computer database.

NOTE: There is no substitution of education for specialized experience at the GS-12 grade level.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Duty Station: The duty station for this position will be located within Region 6 which includes the States of Colorado, Kansas, Montana, Nebraska, North Dakota, South Dakota, Utah, and Wyoming.   • Knowledge of construction methods and cost estimates of labor and materials for a variety of construction and maintenance projects.
  • Knowledge of project management including the steps and procedures commonly associated with project management.
  • Ability to plan and organize work, provide technical support, and routinely manage and track numerous projects simultaneously, exercising discretion in communicating work capabilities and constraints to other project managers.
  • Skill in various communication mediums to write clear instructions and other guidelines used in developing and analyzing new approaches to managing maintenance programs and performance measurement.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants.
