Summary

The position is located in the Architect of the Capitol, Office of the Chief of Operations, House Office Buildings, Office of the Superintendent, Office of the Deputy Superintendent. The incumbent serves as a night facility operations and management specialist for the House Office Buildings. The purpose of the position is to provide technical advice to the evening and night supervisory team, evening and night workforce.

Duties

“This position will be required to work 2nd and 3rd shifts based on business needs. 

Coordinates evening operations support on behalf of the Deputy Superintendent and superintendent on emergency facility issues and ongoing operations with the Assistant Superintendents in the areas of facilities operations, tenant services and client services divisions.

The incumbent assists with the development and implementation of plans for the performance of preventative maintenance, scheduled and unscheduled work, and facility sustainment that are set to take place during the evening and night tours of duty. Determines and addresses short- and long-term needs, unusual problems or concerns affecting facility maintenance, such as the need to maintain architectural integrity, institutional functions, and preserve physical records in case of disasters affecting the Capitol area. Regularly confers with service and material suppliers on the status of activities and deliverables. Provides information related to the facility to assess concerns such as disaster planning, egress to relocation sites, and the development of relocation sites, as required in conjunction with the Assistant Superintendent.

Assists with overseeing the evening/night operation and maintenance of buildings, grounds, and utilities; and provides insight in determining potential energy conservation measures for the facility. Coordinates buildings, grounds, and utilities maintenance, repair, and construction projects with customers as the representative of the Superintendent.

Coordinates communication on emergent issues with the House Office Buildings Superintendent, Night Superintendent and appropriate Assistant Superintendent as appropriate.

Acts as a field representative when handling Worker's Compensation Claims. Assists in the timely completion of forms and reporting as required on behalf of HOB’s Safety and & Occupational Health manager. As well as serves as the night Safety and Occupational Health liaison when and as appropriate. 

Participates in long range planning and evaluation of work operations. Through inspections of operations and analysis of work records results, evaluates effectiveness of performance and quality of results in each area of operation. Determines causes of unfavorable trends and recommends corrective action to the Assistant Superintendent, Deputy Superintendent and Superintendent or directs corrective action within limits of delegated authority. Advises leadership on the implications of sensitive or critical actions. Evaluates and considers all relevant factors in planning facilities maintenance and repair operations, including the structural soundness of buildings. Recommends options for preventive maintenance and major maintenance including approaches to be used.

The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized.

Qualifications

is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service:

Specialized experience is defined as having experience (1) Experience in project management; (2) Experience in facility management; (3) Experience in program management and (4) Experience in vendor management.
