Summary

About the Position:

The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to DOD and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Responsible for assigned facility maintenance and operations, including renovation or modernization projects from inception to completion.
  • Serve as the Contracting Officer's Representative (COR) for assigned construction, renovation, and maintenance contracts.
  • Oversees the preparation and development of project scope of work; government approval documents, plans; Rough Order of Magnitude (ROM) estimate; and other applicable documents ensuring the project complies with standards and specifications.
  • Performs necessary inspections of ongoing work and provides recommendations on acceptability, rejection, or correction of work products or services.
  • Serve as a building manager or facility coordinator providing customer support to occupant and tenants.
  • Monitors contracts from inception to completion, ensuring work accomplished meets requirements of the contract and its specifications.
  • Utilize expertise in engineering and operational aspects of all building components and systems such as electrical, plumbing, heating and air conditioning, pneumatics, chillers, boilers, emergency power, roofing.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health/ ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. WRAIR participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11, Step 01 through GS-12, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Specialized Experience: One year of specialized experience which includes (1) tracking annual funding for facility maintenance projects and plans; (2) analyzing building plans to determine the needs for restorations and/or changes; and (3) assisting with management of contractor performance to ensure efficient completion of requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/ GS-09).

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Business Administration, and Finance.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
