Summary

Plans and directs comprehensive programs for the operation, maintenance, repair, and improvement of all AFRICOM facilities in Kelley Barracks and Stuttgart Army Airfield, Germany. Oversees construction, renovation projects, or alterations to the command buildings. Develops budgets and establishes policies, procedures, standards, goals, and guidance for facility management. Establishes work priorities based on the general guidance received from the facilities manager.

Duties

  • Liaise between the HQ Chief of Facilities and Property Management and the USAG-Stuttgart Engineering Division Branch, the Directorate of Public Works (DPW), US Army Corps of Engineers (COE) or other engineering support agencies.
  • Oversees the space utilization, building manager, life safety, utility management, electrical, HVAC and energy conservation programs.

  • Drug Test - This position is subject to a pre-employment screening, and random testing thereafter (e.g., testing based on reasonable suspicion, testing due to direct involvement with an on-duty accident.)
  • Must be willing and able to obtain and maintain Country/Theater Clearance per the Foreign Clearance Guide located at https://www.fcg.pentagon.mil/fcg.cfm.
  • Must maintain no-fee passport and Visa, obtain any vaccinations and pertinent immunizations, and complete any pre-employment screening for country entry.
  • This position requires the incumbent to obtain and maintain a US Army in Europe (USAREUR) Driver's License and must be insurable in order to travel to other duty locations.
  • Responds to any facility emergency or after-hour requirement in support of the command mission or current operations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) directing operation, maintenance, repair, and improvement of command facilities such as building management, utility systems, life safety, electrical, back-up generator power, buildings, equipment, plans, and grounds; 2) coordinating meetings to determine operating and maintenance requirements, future resource needs, and budget controls; and 3) ensuring contractors' satisfactory performance and timely delivery as set forth in the contract. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
