In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized experience: One year of specialized experience which includes managing facility operations programs such as: Prioritize a large number of building construction, maintenance, and repair projects in facilities located throughout multiple geographic areas in the United States or overseas; Perform Planning, Programming, Budgeting, and Execution of funds for facility sustainment, restoration, and modernization of a large inventory of administrative, educational, medical, and/or other facilities; Communicate orally and in writing with professionals of varying backgrounds and functions at all levels of an organization and with external organizations such as Office of the Secretary of Defense (OSD) and Service component staffs by preparing and delivering reports and presentations; Develop and manage government facility construction; and Develop and maintain service contracts.
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Position may be filled as a temporary promotion, temporary reassignment or temp change to lower grade NTE 3 years by a current permanent DoDEA employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
Position may be filled as a term appointment NTE 3 years, if the candidate is not a current permanent DoDEA employee. Term appointments may be extended up to a maximum of six years.
