Summary

This position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Facilities Operations and Services Division (FOSD), Facilities Operations Group (FOG), Reservation Engineering Operations Branch (REO). The FOG Program provides 24/7 normal utility services as well as emergency utilities to mission critical functions and systems for the Pentagon Reservation.

Duties

Incumbent typical work assignments may include the following:

  • Serve as a Project Manager and Contracting Officer's Representative (COR) for critical facility infrastructure projects. You will develop detailed scopes of work, cost estimates, and schedules, while overseeing contractor performance and ensuring all work complies with specifications, industry standards, and applicable codes.

  • Analyze complex building systems (including HVAC, power, and life safety) to assess performance, identify deficiencies, and ensure operational reliability. You will be responsible for developing, implementing, and managing comprehensive preventive maintenance and major repair programs.

  • Act as the technical expert for the operation, maintenance, and repair of mission-critical utility infrastructure and building systems. You will manage, analyze, and troubleshoot highly complex power, building automation (including SCADA), and fire protection systems to ensure 24/7 readiness.

Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Specialized Experience (for positions above GS-5):

  • Managing a maintenance program for office building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over maintenance operations performed by a variety of private contractors or in house skilled trades, including reviewing project plans and specifications for workability, informing contractors of maintenance and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance work, including estimating material and labor costs for a variety of maintenance projects directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: (1) applying a comprehensive range of principles, concepts, and practices concerning facility administration sufficient to evaluate, adapt, or modify procedures and practices concerning property, facilities, mechanical, utility and fire alarm systems, buildings, equipment, plans, and grounds maintenance; (2) knowledge in the areas of government leases, contracts, program management, facilities, development policies and regulations; (3) applying knowledge of a wide range of facility technical aspects related to facility operations, including applicable regulations, codes, unique mechanical, electrical, data and utility systems, and facility maintenance practices.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
