This job opportunity announcement (JOA) will be used to fill (1) full-time and permanent GS-0660-13 Pharmacy Program Manager - Procurement vacancy with the Pharmacy Service at the Lexington, KY Veteran Affairs Medical Center (VAMC).

The Pharmacy Facility Manager - Procurement is a licensed pharmacist with the knowledge and proficiency in pharmacy practice and pharmacy administration. The incumbent is responsible for the organization and management of all aspects of the Pharmacy procurement program to ensure that the Pharmacy Service is compliant with all Federal, Veterans Health Administration (VHA), and local acquisition regulations including development, implementation, monitoring, and reporting for the Lexington VA Health Care System (LVAHCS) Pharmacy Service.

Duties include, but not limited to:

  • Utilizes strict accounting practices to maintain an accurate budget
  • Provide upper management with quarterly, monthly and often daily updates on budget status
  • Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance
  • Presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact
  • Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include small business and mandatory sources
  • Makes individual purchases not to exceed $10,000 unless specifically authorized to do so by Organization Program Coordinator (authorizing official) Manager
  • Reconciles purchase card charges within the established time limits
  • The standard for reconciliations is 75% of charges have been reconciled within 10 calendar days after the charge (payment) information is delivered locally to IFCAP, 95% of the payments are matched within 17 days and 100% reconciled within 30 days
  • Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service
  • Incumbent serves as a specialized resource in matters associated with procurement, standards related to the distribution of scheduled and non-scheduled drugs, and management of hazardous drugs or agents
  • Interfaces with physicians, other health care professionals and other procurement and budget professionals in the care of patients to optimize the utilization of rational and cost-effective drug therapy, with emphasis on legal and financial aspects of procurement
  • Designs a procurement plan to include routine, special and emergency ordering procedures, using accepted inventory and purchasing concepts based on established policies, federal law and VA regulations, VA National Contracts, VISN and local formularies, incorporating revised and innovative methods and procedural changes which may be implemented as mandated or required in the optimum patient treatment program
  • Oversight and maintenance of certification, registration, and compliance requirements for drugs placed in the FDA REMS program
  • Provide direct oversight for the accountability of expired or soon-to-expire medications held for return for credit
  • Ensures all items are secured and monitored through the time of pick up by the contracted reverse distributor to reduce possibility of undetected loss, theft, or misuse
  • Maintain a running inventory list of non-controls for tracking purchases to be used in reconciliation of invoices to maximize revenues received through credits
  • Provide clinical judgement in considering cost-effective alternatives within the National Formulary for drug shortages due to backorders or recalls and develops/implements plans regarding those shortages/backorders
  • Serves as the Cache Manager for the Pharmacy Drug Cache ensuring cache inventory are maintained, secured, and appropriately stocked for emergency situations
  • Assures correct storage requirement of pharmaceuticals
  • Ensures that the Pharmacy Service is following all procedures in VA controlled substance directives
  • Serves as liaison between company representatives and managerial staff
  • Service as backup support to Pharmacy Procurement Technicians
  • Maintains a borrow/loan ledger
  • Supervises annual inventory of product and completes computation of drug budget forecasts for the pharmacy inventory turns
  • Coordinates assigning medications and medical supplies to CMOP as determined by the formulary management group
  • Performs any other duties which are in the best interested of patient care and deemed necessary by the supervisor

Basic Requirements:

  • Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) OR (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Creditable Experience
  1. Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.
  2. Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for- year basis. The pharmacy residency program must be accredited by the American Society of Health- System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).
  3. Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.
  4. Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
Grade Determinations: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.

Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

GS-13 Facility Program Manager - Procurement

Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the KSAs identified in subparagraph 3b(3)(b)1 above.

Pharmacists assigned to this position must demonstrate the following KSAs:
  • a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • b. Expert understanding of regulatory and quality standards for their program area.
  • c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  • d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  • e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Grandfathering Provision: All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  1. Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
  2. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
  3. If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
