Summary

Navy Exchange Service Command (NEXCOM) has multiple vacancies for those who are dedicated to the responsibilities of management oversite for multiple aspects in the planning, design, budget, renovation, and installation processes in NEXCOM's Facilities Division for new and existing projects around the world on various military installations.

Duties

Degreed Engineer or Architect serving in the facility planning and programming branch of the Facilities dept. Provides corporate-level oversight and coordination in planning Navy Exchange and NEXCOM Hospitality Group facility projects, including economic analysis scope development, site plans, cost estimating, and project development. Interfaces with NEXCOM base commands and design construction firms. Collaborates with clients' field managers and installation regional representatives to identify project requirements and develop project details for briefings.

Performs the following major duties:

At Level I:

  • Executes and reviews facility assessment and documents existing conditions.
  • Acts as primary interface with store and Regional Facility Maintenance Managers, base staff civil engineering personnel, and store/lodging/regional/NEXCOM Operations Managers in developing renovation proposals, including preparation of space program plans, detailed definition of facility project scope of work, and construction and equipment cost estimates.
  • Prepares requests for project site approval, installation approvals, and applicable construction programming documentation.
  • Supports the development of Navy Exchange, Navy Lodge, and Navy Gateway Inns & Suites (NGIS) project detailed scope of work, including developing concept floor and site plans (developed through interface with Command operations personnel) and project total investment cost estimates. Develops design and construction contract documents and manages projects.
  • Initiate projects into the facility department's project management information system and asset management systems.
  • Coordinates the participation of the necessary NEXCOM local store merchandising and operations specialist required to evaluate existing operations and identify opportunities for expansion or development of Exchange retail and service operations.
  • Evaluate project-siting alternatives and develop concept site and project floor plans to validate the viability of locations under consideration.
  • Develop initial project investment cost estimates and draft economic analysis required to estimate project ROI, IRR, and NPV.
  • Performs other related duties as required.

At Level II:
  • Supports facility assessments and inspections, captures deficiencies, and documents existing conditions for NEXCOM facilities.
  • Coordinates identification of NEXCOM facility deficiencies and recommends prioritization for inclusion within renovation projects.
  • Acts as primary interface with Regional/District Facility Managers, installation public works planning, asset management personnel, and Exchange and/or Lodging Operations Managers to develop planning, design, and/or renovation projects.
  • Prepares space planning documents, requests for project site approval, DD1391, and other applicable construction programming documentation.
  • Supports the development of project scopes of work for design and/or construction, as well as associated project cost estimates for Navy Exchange and NEXCOM Hospitality Group.
  • Evaluate project-siting and repair versus new footprint project alternatives. Develops concept site and project floor plans to validate the viability of locations under consideration. Makes recommendations for operational efficiencies and cost-effectiveness of those alternatives.
  • Provides Technical support to external real estate specialists maintaining current and new real estate instruments.
  • Develops detailed project documents for Navy Exchange and NEXCOM Hospitality Group, including, but not limited to, the technical scope of work, including the development of concept floor and site plans (developed through interface with the end user, installation, and HQ operations personnel), and project total investment cost estimates that consider business financials.
  • Develops design and construction contract documents and manages projects through preliminary design concepts. Reviews architect/engineer (A/E) vendor submittals and proposals and provides support and recommendations as required.
Incumbent may be selected at either Facility Project Planner, Level I (NF-04/4D) or Facility Project Planner, Level II (NF-05/5A) position based on experience and complexity of category selected for.

Qualifications

Level I:

Degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines of which at least (1) 30 semester hours were in architectural/engineering design, and (2) 6 semester hours were in each of the following: structural technology, civil design and methods of construction, and environmental control systems.

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural/engineering principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

AND SPECIALIZED EXPERIENCE: Three years of responsible experience that demonstrated a knowledge of all architectural/engineering aspects of construction/renovation projects including coordinating and developing building design, specifications and cost estimating; or similar work which provided the knowledge and abilities to perform architectural or engineering work.

A valid architecture or engineering (civil engineering preferred) degree.

SPECIALIZED EXPERIENCE: Four years of responsible experience that demonstrated a knowledge of all architectural/engineering aspects of construction/renovation projects including coordinating and developing building design, specifications and cost estimating; or similar work which provided the knowledge and abilities to perform architectural or engineering work. And a valid architecture or engineering license.

Level II:

Degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines of which at least (1) 30 semester hours were in architectural/engineering design, and (2) 6 semester hours were in each of the following: structural technology, civil design and methods of construction, and environmental control systems.

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture and (2) a good understanding, both theoretical and practical, of the architectural/engineering principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

AND SPECIALIZED EXPERIENCE: Four years of responsible experience that demonstrated a knowledge of all architectural/engineering aspects of construction/renovation projects, including coordinating and developing building design, specifications, and cost estimating or similar work that provided the knowledge and abilities to perform architectural or engineering work.

A valid architecture or engineering (civil engineering preferred) license.

LEVEL I OR II - PREFERRED EXPERIENCE:

It is preferred that the incumbent has a civil engineering background with experience in civil design, methods of construction, and environmental control systems.

Education

Degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines of which at least (1) 30 semester hours were in architectural/engineering design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
