Duties

Serves as the Headquarters Marine Corps, Manpower and Reserve Affairs (M&RA), Family Member Travel Screening (FMTS) Specialist, providing proactive support to Marines and family members, Military Occupational Specialty Monitors, and the losing and gaining commands of Marines with accompanied permanent change of station (PCS) orders to OCONUS or designated remote CONUS locations.  Serves as the Marine Corps primary point of engagement for all internal and external offices in matters related to the overseas suitability screening of dependent family members. 

Contacts and engages Marines with OCONUS or designated remote CONUS PCS orders to promote and facilitate timely initiation and completion of the overseas screening process.  Assists Marines and their families when challenges arise during the screening process or family members are uncertain of how to proceed, through liaison with the overseas screening office staff, located at Military Treatment Facilities and/or DoDEA Educational Screening office.  Prepares and maintains electronic case files to document the status of the screening process and record all interactions with and assistance provided to Marines and their family members, as well as stakeholders in the screening process.   

Establishes and maintains effective coordination with Manpower Management (MM), Military Treatment Facility (MTF) overseas suitability screening (OSS) offices, and Department of Defense Education Activity (DoDEA) Educational Coordination Office to monitor the status of screenings and reconsiderations, address administrative questions, and mitigate challenges or barriers to promote and facilitate timely completion.

Serves as the Marine Corps central point of engagement for MTF screening offices, to include notification of medical/dental/educational screening determinations, administrative support or questions related to the screening of dependent family members of Marines.  Receives, reviews and analyzes medical screening deficiency reports and DoDEA problematic assignment notifications associated with suspected screening failures. Develops and utilizes tracking tools associated with failed screening notifications and analyzes the data to identify trends and provide recommendations and solutions.  Collects data for and assists with completion of the M&RA Annual Statement of Assurance on the effectiveness of the OSS process.  

Notifies MOS monitors of the status of the screening process for Marines with OCONUS and remote CONUS orders and provides timely notification of unsuitable screening determinations.  Serves as the Marine Corps subject matter expert on the OSS process, and develops and delivers monitor education and briefs, as requested. 

Develops tools, literature and guides to assist Marines and family members to successfully navigate OSS.  Develops and promulgates information and resources to support command awareness and discharge of suitability screening responsibilities, within the timelines and requirements established by policy. 

Prepares responses to Congressional, DoD and SECNAV inquiries associated with OSS.  Develops papers, briefs, reports, decisions and actions associated with the administrative elements of OSS.  Represents the Marine Corps on DoD-level working groups associated with the standardization of the overseas suitability screening process for dependent family members.

When appropriate, coordinates with Exceptional Family Member Program (EFMP) Nurse and Assignment Case Managers when the sponsor has family members who are or may be eligible for EFMP enrollment.  Communicates status of screening to ensure appropriate EFMP Warm Hand Off is conducted to support PCS transitions of families with special needs.

Handles sensitive information that is propriety, privileged, confidential or otherwise legally exempt from disclosure.  Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying, or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18.  Notifies the higher-level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover, and/or protect information.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments and conduct or attend conferences and meetings.

Qualifications

Bachelor¿s degree from an accredited college or university in business, psychology, communication, hospitality management, or related field appropriate to the work of the position AND three years of experience which demonstrates experience in customer service, case management, project management or concierge management. 

Skill to: communicate effectively and professionally (both verbally and in writing) to provide  instructions, share information, and resolve conflict; prepare documentation and presentations in proper format in accordance with naval correspondence rules of grammar and punctuation; manage time and duties to organize and prioritize tasks, attending to details in a high-operational environment while ensuring appropriate attention to all customers; analyze situations and use sound judgement in the resolution of customer concerns and needs; build and maintain professional, collaborative relationships with external and internal stakeholders and organizations while interacting with Service Members of varying ranks and authority. Develop and deliver training tools and briefs including data analysis, conclusions and recommendations.  Demonstrated proficiency with Microsoft Office Suite.
