Summary

Incumbents of these positions work closely with the mission teams housed in one or more field offices to integrate the needs of the teams with available administrative services and staff resources. The incumbents also have a principle role in recruiting entry level analyst staff and are also responsible for managing a diverse workforce, overseeing administrative services and GAO business processes provided by mission support staff, and representing GAO to external organizations.

Duties

  • Manage one or more field offices, ensuring that staff have a safe, secure, and professional work facility;
  • Oversee facilities management including fostering effective working relationships with the General Services Administration, commercial building managers, building contractors, renovation specialists, and other tenant agencies;
  • Promote a respectful, professional work environment, overcoming obstacles in order to facilitate the efficient and effective work flow of the staff. Lead and facilitate community-building efforts to promote office camaraderie and cohesiveness;
  • Maintain effective communication and collaboration with mission teams including serving as the liaison with the team management present in the field office;
  • Lead one or more Field Operations national responsibility areas, which may include Field Operations-wide activities related to facilities, recruiting, etc., or agency-wide business processes such as timekeeping. Duties include collecting and analyzing data as well as coordinating and collaborating with other GAO operational units including FMBO, HCO, IO, and ISTS to effectively resolve issues and ensure efficient delivery of services;
  • Assist with the recruitment, hiring, and development of staff in the Professional Development Program (PDP) through informal coaching and mentoring and participation in Progress Review Group meetings;
  • Manage field office hiring and succession planning, which includes coordinating with the Human Capital Office, participating in the interview and selection process, and training new employees;
  • Serve as the DPM for Field Operations staff, including responsibility for performance management and development;
  • Provide support to regional Intergovernmental Audit Forums and other external organizations as necessary;
  • Lead and/or serve on special task teams or perform other Field Operations related duties as determined by the Managing Director, Field Operations.

These positions require the incumbents to be physically present in a GAO field office on a regular and recurring basis.

Qualifications

Applicants must be full-time or part-time GAO employees on a permanent Excepted or Excepted-Conditional appointment. In addition, applicants must have at least one year (52 weeks) of specialized experience, equivalent to at least the next lower band level (PE-IIB, PA-II, PT-III, or MS-I), that demonstrates substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of administrative services and staff resources. The 52 weeks of specialized experience described above must be completed by the closing date of this announcement.
