Summary

You will serve as an Administrative Support Assistant (OA) within the Department of the Interior, National Park Service, Southeast Region, Big South Fork National River & Recreation Area, Manhattan Project National Historical Park at Oak Ridge, Division of Administration, with a duty location in Oneida, Tennessee.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

At the full performance level (GS-07) the major duties of this position include, but are not limited to the following:

  1. Provides support to the division of Administration of the Big South Fork National River and Recreation Area as well as the Obed Wild and Scenic River, and the Manhattan Project National Historical Park at Oak Ridge.
  2. Serves as the park's primary liaison with the Servicing Human Resources Office (SHRO) and functions as the main point of contact for all HR-related matters, timekeeping functions, and HR program coordination for park supervisors.
  3. Initiates a wide range of personnel actions and submits them to SHRO through the appropriate automated system for review and approval. Ensures all HR documents are accurate and compliant with established agency policies, procedures, and formatting requirements. Reviews and verifies hiring packages for completeness and adherence to applicable guidance.
  4. Coordinates with supervisors to ensure completion of Entrance-on-Duty (EOD) orientation for new employees, ensuring timely completion of all required onboarding documentation. Confirms check-in and check-out procedures for new and separating employees.
  5. Informs new hires of background investigation requirements and submits required materials to appropriate staff within established timeframes. Serves as the primary point of contact for the parks DOI Credentialing System. Tasks include but are not limited to enrollment appointments for new employees, tracking and issuance of Personal Identity Verification (PIV) cards and updates for existing employees.
  6. Serves as local administrator for QuickTime providing timekeeping support to all park timekeepers. Maintains records, user certifications, and system documentation. Responds to system-related issues and provides guidance to supervisors and employees on pay, duty hours, and leave regulations.
  7. Serves as the Park Housing Coordinator, overseeing the management and administration of multiple housing units within Big South Fork National River and Recreation Area.
  8. Serves as the Park Key Coordinator, responsible for the issuance, control, and tracking of park keys as required.
Salary Range Information (Per Annum):
GS-06: $45,409 - $59,031 per annum
*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

All qualifications must be met by the closing date of this announcement unless otherwise stated in this vacancy announcement. All candidates must also meet Time-in-Grade requirements if applicable.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the GS-06 grade level.

Specialized Experience: To qualify for the GS-06, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Communicating effectively with supervisors and employees, including providing information by email, in person, or by phone; gathering required information from others; and receiving, tracking, and processing administrative documents.
  2. Utilizing computers and standard office equipment (including typewriters and other machines), utilizing Microsoft Office® applications (such as Teams, Word, and Excel), and experience with various databases and software systems.
  3. Processing employee payroll actions accurately and in a timely manner.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application.
