Summary

You will serve as a Field Unit Local Hiring Authority (FUL) General Equipment Mechanic within the Facilities Division.

You may be required to work overtime work.

You may be required to travel occasionally within the park bounties per month. You must obtain a government charge card for travel purposes.

First time hires to the Federal government normally start at the step 1 rate.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

Some of the major duties you will perform include but are not limited to the following:

Assists with overhauls and repairs to marine and land based heavy equipment. This may include end loaders, motor graders, dump trucks, power generators, and boats ranging from 21 to 32 feet in length.
Assists with overhauls and repairs to smaller gasoline and diesel-powered equipment. This includes pickup trucks, vans, and chain saws, inboard/outdrives marine equipment, welder, etc. Outboard engines ranging from 4 to 200 horsepower.
Provides routine servicing to all the above vehicles and equipment using guidelines provided in equipment service manuals. Installs repaired engines, transmissions, outdrives, exhaust systems, shafts, propellers, reduction gears, steering cables, instruments panels and components, brake systems, etc.
Assists with diagnosing and repairing direct current electrical systems. This includes repairing and/or replacing alternators, regulators, switches, wiring harnesses, engine tune-ups, etc. Assists with the operation, maintenance and servicing of the park's electrical power generation system. Operates heavy equipment when moving boats into and out of the shop.
Performs limited amount of buildings maintenance and includes cleaning, installing shelving, plumbing modifications, adjusting overhead doors, etc.
Must have the ability to read, understand and follow procedures outlined in technical manuals, bulletins and written work orders.
Must be able to work from verbal instructions and to work with minimum assistance. A thorough understanding of engine diagnostic equipment, both electronic and mechanical is required to skillfully and routinely use precision tools and instruments in the performance of duties.
Must possess the knowledge and skill to inspect equipment within the scope of responsibility, diagnose problems using manufacturer's manuals and technical specifications, obtain parts and make repairs in a timely manner. In rebuilding or overhauling individual systems such as engines, outdrives or transmissions, incumbent must have the skills and knowledge to measure, fit and install components, such as crank shafts, bearings, pistons, valves, cylinder liners, to clearances and tolerances specified in appropriate manufacturer's equipment manuals.
Must have the knowledge and skill to properly connect, mesh, align, and adjust components.

Chalmette, Louisiana: Chalmette is home to the Chalmette Battlefield and National Cemetery, located six miles southeast of New Orleans. It is the historic site of the 1815 Battle of New Orleans and serves as the final resting place for U.S. soldiers from the Civil War, Spanish-American War, World Wars I and II, and Vietnam.

Marrero, Louisiana: Marrero hosts the Barataria Preserve, part of Jean Lafitte National Historical Park and Preserve. The area highlights the region's uplands, swamps, and marshlands, interpreting the natural and cultural history of southeastern Louisiana.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity(s) for this position is:75 miles from Chalmette Battlefield and National Cemetery, 8606 West St Bernard Hwy, Chalmette, LA 70043 OR 75 miles from Barataria Preserve, 6588 Barataria Boulevard, Marrero, LA 70072. Physical Demands: This position works in tiring and/or uncomfortable positions for long periods. The work requires frequent bending, reaching, stretching and stooping. The incumbent often works on top of and under equipment in cramped or awkward positions, and performs strenuous work while standing, lying or sitting.
The incumbent frequently lifts and carries items weighing up to 40 pounds and often puts forth similar effort when pushing, pulling, turning and positioning parts, assemblies, equipment and tools.

The incumbent often lifts and moves heavier items with assistance of other workers and with lifting devices such as jacks, hoists, etc.

Working Conditions: This position works both inside and outside. Inside work is performed in crowded conditions. When working inside, the incumbent is frequently exposed to drafts, changing temperatures and noise that is difficult to talk above. When working outside, the incumbent is exposed to bad weather, and often works in rain, mud, snow and cold. The incumbent is exposed to irritation or discomfort from dust, rain, snow, cold, and fumes and from working on hard damp floors or ground. The incumbent works on parts and systems, which are dirty, oily and greasy, and is
exposed to the possibility of receiving cuts, abrasions, bruises and strains white repairing, positioning and moving equipment and components. The incumbent is exposed to the possibility of receiving burns and skin irritations from solvents, fluids, and lubricants.
