Summary

The purpose of the position is to serve as a trainee position to the full-performance level GS-1173-09 Housing Management Specialist. In this trainee position, the incumbent will assist with developmental aspects of the park's housing programs.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

The major duties of the Housing Management Specialist position include, but are not limited to:

  • Ensure timely implementation of rental rate changes; communicate those changes to tenants, and ensure payroll deductions are updated accordingly.
  • Maintain accurate financial data through central financial management systems and maintain historical record of rental rates and rate increases in a housing program.
  • Work as a team member with facility maintenance staff to assist and help coordinate the contracted and in-house maintenance, repair, and rehabilitation of a large inventory of housing occupied both year-round and seasonally.
  • GS-09: Serve as a Contracting Officer's Representative (COR) to manage housing related contracts including construction contracts for repair and rehabilitation of housing facilities.
  • GS-09: Receive complaints and work to resolve complex tenant issues such as personal disputes between neighbors or co-occupants, issues related to pet policies, noise complaints etc.

Qualifications

All qualifications must be met by the closing date of this announcement-08/26/2026-unless otherwise stated in this vacancy announcement. All candidates must also meet Time-in-Grade requirements.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least of the following of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Coordinating all check-ins and check-outs necessary to monitor occupancy and vacancies of occupants in housing units; assist with developing, evaluating, and making recommendations to management on plans and program management strategies concerning housing policy, service guidelines, and departmental requirements; receiving and processing tenant complaints or requests for repair or maintenance. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate education that demonstrates the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration.You must include transcripts.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Use knowledge of spreadsheets or databases to manage housing inventory and tenant assignment; assist in managing a budget to account for income and expenditures, and analyze spending to determine trends; implement housing policies to ensure legal compliance and efficient use of housing facilities; handle difficult or unhappy tenants; and provide input for the development of housing plans, directives, and other administrative guides. You must include hours per week worked.

EDUCATION: Successful completion of at at least a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration.You must include transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. Physical Demands: The work requires long periods of sitting in one position, intense concentration, and working at top speeds for several hours at a time. Accuracy and efficiency are always required. Work also involves frequent and recurring inspections and review work which requires driving, hiking, walking, climbing up ladders and in and out of crawl spaces, stooping, and bending.

Working Conditions: The work is performed in both an office setting (with adequate lighting, seating, etc.) and outdoors. Exposure to extreme weather conditions may be encountered when working outdoors. However, Incumbent has the discretion to plan visits and therefore may avoid unnecessary exposure.
