Summary

You will serve as a Field Unit Local Hiring Authority (FUL) -Maintenance Mechanic (Trails) National Park Service located at Divison of Facilities Management,

These position(s) has a mixed work schedule based on the varying workload, and your work schedule is subject to change from part-time (8 hours per week from mid-December to mid-January to full-time from mid-December to mid-January (40 hours per week/80 per pay period) as workload dictates.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service.

Position is located in the Trails Maintenance Branch within the Facilities Management Division of Olympic National Park. This position performs sub-journeyman level maintenance, repair and construction of Park trails. Position is duty stationed at Park headquarters in Port Angeles WA with most work performed throughout the park in both front and backcountry settings. Requires frequent overnight backcountry stays.

Work composes in all aspects of trail maintenance and construction. Work is performed in all types of weather and working conditions. Many nights spent in the backcountry cooking over small gas stoves and sleeping in backpacking tents. Works a schedule of 8 ten hour days followed by 6 days off. Must have the ability to hike up to 20 miles a day carrying tools and gear needed to perform trail work.

You may be required to travel overnight away from home up to 16-20 nights per month. You must obtain a government charge card for travel purposes.

Physical Demands: Heavy physical effort is required to perform the duties associated with this position. The work involves frequent bending, lifting, stooping, and repetitive motion related to the use of hand and power tools during trail maintenance and construction, carpentry, masonry, and forestry work. The incumbent frequently lifts and carries objects over 100 pounds, including rocks and logs. They must move rocks weighing several tons using rock bars, crush and shape rocks using hammers, and dig extensively using shovels. The position requires frequent hiking up to 20 miles per day, often in steep and rugged terrain, while carrying packs containing personal gear, food, safety equipment, and tools. Objects weighing between 20 and 100 pounds are commonly lifted and carried during the course of daily work. This labor is performed on uneven ground and often requires awkward postures, including kneeling, twisting, pushing, pulling, and climbing or crawling. The work demands the use of personal protective equipment (PPE) including respirators, hearing protection, safety glasses, and protective clothing. The incumbent must meet physical qualifications necessary for the saft use of this equipment.

The position requires the ability to lift, carry, and operate power chainsaws weighing from 20 to 55+ pounds, including tasks such as tree felling, and bucking from the ground and tree topping using climbing gear or aerial platform trucks. The incumbent is expected to climb trees up to 150 feet in height, using professional climbing gear and techniques. Climbing demands a high degree of physical and mental effort, including muscular tension and balance to maintain safe positioning and avoid severing safety lifelines during cutting operations. While secured in trees using ropes, saddles, and climbing belts, the employee may work aloft for 4 to 6 hours at a time. Duties at height often require pulling and lifting moderately heavy equipment-such as cables, metal snatch blocks, and bull ropes-to tree-top levels, adding to the sustained physical effort of the job.

Working Conditions: The incumbent must have the ability to live and work in remote areas of the park, spending up to 80% of their time away from the official duty station. Typically, the incumbent spends about six months per season in backcountry areas, working on 8-day schedules of 10-hour workdays. Shelter is generally provided by backpack tents or tarps, and meals are cooked over campfires or small gas stoves. Work sites are often located along trail sections 20 to 30 miles long, necessitating frequent relocation of camp and equipment by backpack to remain close to the work area. Work takes place in remote areas of the park or wilderness trails, which are often miles from roads, involving travel on narrow, steep terrain under all weather conditions-including extreme temperatures, rain, sleet, snow, and high winds. Additional hazards in some areas include heavy vegetation, dense brush, and biting insects. These conditions are hazardous and remote, with limited access to immediate medical help in case of accidents. Employees face risks of bruises, muscle strains, cuts, scrapes, and potential for more serious injury due to the physical nature of the work. Adherence to safety precautions and use of personal protective equipment (PPE) such as gloves, ear protection, safety glasses, dust masks, and other relevant gear is mandatory to minimize injury risk. Approximately 80% of work is performed outdoors in temperatures ranging from over 100 degrees to below freezing, often under changing weather conditions including sunshine, rain, snow, sleet, and ice. The incumbent frequently travels on wet and slippery rocks, mud, snow, ice and may need to cross swift-running water. The outdoor environment exposes the incumbent to hazards such as insect activity, bee stings, poisonous plants, wildlife encounters including bears and mountain lion, and extreme temperatures.

The incumbent uses power equipment that generates excessive noise, vibration, and exhaust fumes. Trail maintenance and construction, carpentry, masonry, and forestry work inherently involve hazards, especially when felling and bucking trees and lifting or moving rocks, and logs. The incumbent must maintain current CPR and basic First Aid certificates (minimum requirements to operate power saw equipment), as well as chainsaw safety certifications perform work safely and effectively.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application.
