This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. Citizens and Nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

This position will be responsible for providing facility management support for a small park with limited infrastructure and resource complexity. The Supervisory Facility Operations Specialist supports an organization of facilities and equipment through supervision of subordinate staff, multi-year/operational budgets, and the utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources. Duties to include, but are not limited to:

As a part of the park management team, is actively involved in decisions affecting overall park management policy and operations.
Utilize Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of developing deferred maintenance costs.
Establish project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects. Serves as Contracting Officers Technical Representative on contracted work.
Implements a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates.
Maintains cost records and prepares annual work budget plans for maintenance operations. Tracks, analyzes and reconciles annual funding allocations.
Supervise a staff of permanent and seasonal employees. Recruits and recommends for selection of employees. Establish work plans, recommends personnel actions, approves leave, sets performance standards and evaluates and awards outstanding performance. Actively supports EEO programs and communicates this support to subordinates.

You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree in engineering, industrial arts, property management, information management, business administration or another field of study directly related to the duties of this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education).The total must equal at least 100 percent to qualify. You must include transcripts.

Physical Demands: Work is mostly sedentary in an office setting. At times, physical exertion such as crouching, stooping,stretching, or lifting of moderately heavy items is required.
