Summary

This position is located at NSA-Norfolk Naval Shipyard, Morale, Welfare and Recreation Department. The purpose of the position is to assist the Morale, Welfare and Recreation Director with the oversight of financial management, contract administration, budget and internal controls, maintenance of accounting records, preparation, analysis and interpretation of financial statement, budget formulation, analysis and management controls.

Duties

Advises and assists in planning, organizing and interpreting financial results for the integrated financial management. Responsible for ensuring that the appropriate fund reimbursable to MWR non-appropriated funds is in accordance with policies and higher authority instructions i.e. Uniform Funding Management (UFM) practices. Performs a variety of technical work involved in the study, analysis, evaluation, development or improvement of financial and managerial policies, practices, methods and procedures. Responsible for coordination and preparation of annual budget submissions, special projects requests, OPN and OMN equipment call items, unfunded justification requests, grants, etc., for the continued operation of the MWR program.

Provides related management advice and guidance on MWR administration, purchasing, contracting, accounting and financial stability to the MWR Director as well as activity and program managers. Conducts detailed financial forecast reviews and other related studies designed to improve the effectiveness of management support functions. Presents briefs on plans, goals and achievements.

Evaluates a wide variety of financial, clerical, technical and professional programs and operations which require new or substantially modified work methods, procedures, systems, structures, etc., due to mission and function changes, regulatory directives, resource guidance, technological advances, efficiency proposals, and similar changes. Develops and presents resulting proposals to improve productivity, efficiency, costs, and effectiveness, which represent significant departures from established work practices, methods, processes or procedures. Prepares and briefs analytical findings, recommendations and program management as necessary.

Participates in or conducts management and position surveys which typically encompass major segments of MWR operations. Applies various management analysis techniques such as financial analysis, organizational analysis, work methods, standards evaluation, record management, procedural and statistical analysis when conducting studies or reviews of staffing standards, space distribution, and position structures to develop work management criteria, evaluate the validity and practicability of work methods and standards, evaluate impact of higher headquarters requirements on program operations and/or structures and to develop data to support the most efficient organization. Prepares preliminary reports recommending more economical and efficient alternatives, briefs program analyst of results, and finalizes reports.

Routinely examines the use of petty cash funds with the goal of minimizing them wherever possible without adversely effecting customer service. Review checks for payment of services and goods in accordance with standard accounting procedures, as well as ensuring compliance with guidelines established by higher authority. Prepares monthly and quarterly reports, as required by law or regulation (i.e. month-end inventory documents, Credit Card processing).

Supervises two full-time Administrative Assistants, NF-03 and one full-time Cashier, NF-02. Plans work, sets, priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. Assigns work to subordinates based on employee's capabilities, priorities and difficulty. Develops performance standards and evaluates employee performance. Provides technical and administrative oversight, advice and instruction. Interview candidates and recommends hiring, promotion, etc. Hears and resolves employee complaints, referring series complaints lacking resolution to higher level supervision. Takes disciplinary measures such as counseling and reprimands and recommends more serious disciplinary measure to higher supervision. Identifies and arranges for employee developmental and training requirements.

Qualifications

A qualified candidate must possess:

Knowledge of the APF and NAF budgetary policies, procedures, goals, objectives, regulations and guidelines, to formulate, justify, and monitor the execution of the Morale, Welfare and Recreation (MWR) budget.

Knowledge of authorized services of funding, i.e., appropriated funds and non-appropriated funds is required to provide advice and guidance on the use of funds and budgetary alternatives affecting the organization's revenue and cost objectives.

Extensive knowledge of the principles and practices of the MWR operating programs and their interrelationships with one another. Broad knowledge of government and commercial accounting rules and regulations.

Extensive knowledge of business management principles, practices and techniques required to provide financial, operational, and managerial assistance to MWR business activities.

Ability to develop, analyze, interpret, and adjust short and long-range financial plans and policies to accomplish budgeted initiatives. Involves budget projections and preparation, cost-benefit analysis, cash flow analysis, financial statement, and budget to actual analysis.

Skill in developing and implementing written and oral strategies for presentation of budget in a clear, convincing, and concise manner.

Ability to apply a high level of sound, independent judgment in the resolution of resource problems and in the administration of a financial management program.

Skill to review and analyze technical complex budgetary guidance, policy or regulations and develop and communicate local policy, plans, and objectives.

Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, requiring the exercise of tact, ingenuity, and resourcefulness.

Knowledge of basic supervisory/management principles, practices, procedures and regulations.

Ability to lead, supervise, motivate and counsel employees.
